Description
SECTION 1: SOURCES SOUGHT NOTICE AND SYNOPSIS � This posting is relevant to the previous sources sought posting in February 2020 (Notice ID N0002420R4309) and the previous synopsis posting in December 2020 (Notice ID N0002420R4309). This is a combined sources sought notice (SSN), Request for Information (RFI), and pre-solicitation synopsis announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program. The Naval Sea Systems Command (NAVSEA) is conducting market research to determine industry capability and interest in performing the Fiscal Year (FY) 22 floating Dry-Docking Service Craft Overhaul (DSCO) Availability of the SHIPPINGPORT Medium Auxiliary Repair Dock (ARDM-4). NAVSEA is especially interested in determining small business capability and interest.� NAVSEA intends to issue a solicitation N00024-21-R-4309 for the execution of the FY22 DSCO Availability of the SHIPPINGPORT (ARDM-4). SHIPPINGPORT (ARDM-4) is a Government Owned Contractor Operated (GOCO) vessel, for which General Dynamic Electric Boat (GDEB) is currently the prime contractor, to operate and conduct periodic and corrective maintenance to the floating dry dock. The DSCO Availability will include a combination of maintenance, modernization, and repairs, and is expected to require a highly capable contractor with substantial facilities to include a dry-docking facility capable of accommodating the SHIPPINGPORT (ARDM-4), and human resources capable of completing, coordinating, and integrating multiple areas of vessel maintenance, repair, and modernization. In accordance with 10 U.S.C. �8669a, a contract for short-term work for the overhaul, repair, or maintenance of a naval vessel is required to be performed at the homeport of the vessel, provided there is adequate competition.� 10 U.S.C. �8669a defines �short term work� as work that will be for a period of ten months or less. Since the production period for the SHIPPINGPORT (ARDM 4) DSCO Availability is less than or equal to 10 months in duration, it is expected that this availability will be competed among firms able to perform the work at the homeport. In the event of inadequate competition, NAVSEA intends to extend competition East Coast wide and if necessary, extend to the Gulf Coast.� The planned availability is expected to begin March 2022 and complete in January2023 (approximately ten (10) months) with the Naval Submarine Base New London of Groton, Connecticut being the homeport. If two or more small business concerns are determined capable of competing for this requirement, the procurement will be established as a Small Business Set-Aside pursuant to FAR 19.502-2(b). If two or more small businesses are not determined capable of competing for this requirement, the procurement will become a full and open competition. The overhaul will require work to be completed by a contractor in accordance with the Work Requirements List that covers: (1) class maintenance plan, (2) modernization, and (3) ships 2 kilo generated force automated work request to the floating dry dock.� The planned availability is expected to be approximately 10-months in duration, beginning March 2022 and completing in January 2023.� When the SHIPPINGPORT goes offline and is ready to begin its DSCO availability in March 2022 it will enter into a 60-day unencumbered preparation period during which� the Navy�s� Nuclear Regional Maintenance Department (NRMD) will conduct swipes to clear the dock and the Naval Surface Warfare Center- Philadelphia Division (NSWC-PD) will be contracted to remove and conduct the overhaul of two rail cranes that operate on the wing walls of SHIPPINGPORT. The awarded contractor will conduct ship checks, develop an Integrated Maintenance Plan, and the Navy will make tow preparations as required. At the completion of the 60-day unencumbered preparation, the Navy will commence the towing of SHIPPINGPORT at approximately the first week of May 2022 (weather dependent).� It is estimated that the tow will take approximately 3-5 days (location dependent), arriving at the location where the production part of the DSCO will commence.� The execution of DSCO availability will cover all work included in the FY 22 DSCO Work Requirements List which will be an attachment to the contract.� Upon completion of the production phase, the Navy will make the dock ready for towing in January 2023, and SHIPPINGPORT will be towed back to the homeport of SUBASE New London, CT.� Once SHIPPINGPORT arrives at the homeport, NSWC-PD will and reinstall the rail cranes��� SECTION 2: GENERAL INFORMATION � This notice is to communicate to industry that NAVSEA is anticipating industry responses to this combined SSN, RFI, and pre-solicitation synopsis. �IMPORTANT: The Government intends that foreign participation will be restricted for this requirement.� The Contractor (and any potential subcontractors) must be eligible to access NOFORN information during performance.� In accordance with SECNAVINST 5510.34B, Disclosure of Classified Military Information and Controlled Unclassified Information to Foreign Governments, International Organizations, and Foreign Representatives (March 2019) as implemented in SECNAV M-5510.1, Department of the Navy Foreign Disclosure Manual, foreign participation will be restricted.� In addition, any resulting solicitation and contract will include the NAVSEA text, �ACCESS TO THE VESSELS BY NON-U.S. CITIZENS (NAVSEA) (APRIL 2019).� This text reads, in part, that �No person not known to be a U.S. citizen will be eligible for access to naval vessels, work sites and adjacent areas when said vessels are under construction, conversion, overhaul, or repair, except upon a finding by COMNAVSEA or his designated representative that such access should be permitted in the best interest of the United States.� The Contractor shall establish procedures to comply with this requirement and NAVSEAINST 5510.2D.� This combined SSN, RFI, and pre-solicitation synopsis is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this combined SSN, RFI, and pre-solicitation synopsis. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis. The information contained herein is subject to modification and in no way binds the Government to award a contract. If a formal solicitation is issued in the future, it will be announced via amendment to this notice on beta.SAM.gov and interested parties must comply with said updated announcement. SECTION 3: CAPABILITIES AND REQUIREMENTS� � The Government has provided an outline of some of the capabilities and requirements necessary to be completed under the expected DSCO Availability of SHIPPINGPORTas seen below. The anticipated contract type will be firm-fixed price. Capabilities and Requirements: A prospective contractor must be able to perform installation and removal of modifications necessary for local or open ocean tow, to and from contractor's facility.� The prospective contractor must have an understanding and use of the Tag-Out User�s Manual (TUM) S0400-AD-URM-010/TUM REV 8. � Public Shipyard requirement must demonstrate knowledge and adherence in the use of the Joint Fleet Maintenance Manual COMUSFLTFORCOMINST 4790.3 REV D specific to the below areas: Volume II, Integrated Fleet Maintenance, Part I, Chapter 3 Chief of Naval Operations Scheduled Maintenance Availabilities Volume V Part 1 CHAPTER 4 - Welder, Brazier and Nondestructive Testing qualifications Volume IV Chapter 10 Work Authorization and Control Private Shipyard requirement must demonstrate knowledge and adherence in the use of the NAVSEA Standard Maintenance Items as specified to the below areas (AND INCLUDED ATTACHMENT) for NAVSEA Standard Maintenance Items The prospective contractor needs to demonstrate knowledge and adherence to an effective Confined Space Entry and Gas Free programs. This will require a Memorandum of Agreement (MOA) between the Lead Maintenance Activity (LMA) and GDEB for space entry under the LMA�s Gas Free certification.� SHIPPINGPORT is a GOCO vessel which GDEB is currently the prime contractor responsible for the 24/7/365 operation, protection and maintenance of SHIPPINGPORT. As such, a group of GDEB personnel will be traveling with SHIPPINGPORT during the DSCO Availability. The prospective contractor must demonstrate knowledge and adherence in the use of the ASQ/ANSI/ISO 9000: 2015: Quality Management Systems-Fundamentals and Vocabulary. The prospective contractor must hold a current Master Ship Repair Agreement (MSRA) certification or possess the necessary qualifications to perform the work and agree to execute a master agreement prior to award (award estimated first quarter FY22), in accordance with DFARS 217.7101(a). Information regarding MSRA qualifications can be found here: http://www.navsea.navy.mil/Home/RMC/CNRMC/MSR-ABR/���� There is a requirement to have space available to the dock crew to conduct daily administrative work along with daily production meetings; the prospective contractor must demonstrate they have the required office space (furnished, phone lines and internet capability) and parking to support to 26 GDEB personnel.� The prospective contractor must have a certified dock at their disposal by NAVSEA in accordance with Safety Certification Program For Dry-Docking Program For Dry-Docking Facilities and Shipbuilding Ways for U.S Navy Ships (MIL-STD-1625D(SH), dated 27 August 2009). There is a requirement for scaffolding to support ballast tanks, pumps rooms, void, and external work. There is a requirement to implement parts of the NAVSEA 8010 Manual Industrial Ship Safety Manual for Fire Prevention and Response S0570-AC-CCM-010/8010. There is a requirement for Rail (Crane and Auto Centering System) Alignment. The prospective contractor must own, or have access to a pier capable of berthing a medium auxiliary repair dock such as SHIPPINGPORT with the minimum characteristics: Pier Facilities Pier Length: >= 450 FT Min Water depth (MLW): 18 FT Electric Power: 800 amps, 450 volts, 60 hz, 3 ph� (2 cables 400amps each) Saltwater: 1000 GPM (UFC 4-150-02 Table C-3) 150 PSI measured at the most remote outlet Potable Water: 1200 GDP (UFC 4-150-02 Table C-4) Compressed Air: Oil/Moist free 2 inch supply line/600 SCFM Telephone: 10 direct trunk lines connected to municipal telephone system Waste Water: Ability to accommodate and dispose of 5000 GDP of effluent and waste water. T-1: T-1 line capable of delivering Non-secure Internet Protocol Router Network (NIPRNET) at a minimum of 10 network connection 13. The prospective contractor must have the ability to dock a ship with the below characteristics: Length Overall: 492 Feet 0 Inches Max Beam at Design Waterline: 96 Feet 0 Inches Full Load Displacement: 0 Long Ton Height of Mast above Design Waterline: 0 Feet 0 Inches Extreme Beam Including Appendages: 101 Feet 0 Inches Draft (Max Navigable) (Fwd.): 14 Feet 9 Inches Draft (Max Navigable (Aft.): 14 Feet 9 Inches Light Displacement: 4,850 Long Ton 14. Work requirements also may include, but are not limited to: access ladder preservation,� remove and replacement the Emergency Diesel Generator and supporting systems, ballast tanks preservation and repair, dock and undock,� flying bridge preservation, freeboard preservation and repair, grit blast tanks, hazardous waste removal/disposal, outrigger preservation, outrigger wood decking preservation, pump rooms preservation and repair, spudmoor system overhaul, stanchion repairs and preservation, submarine service booms preservation and repair, temporary services, weight test port and starboard capstans, wing walls preservation and repair, wing wall non-skid, underwater hull preservation and repair, and voids preservation and repair. 15. The prospective contractor must have demonstrated capability to complete complex Chief of Naval Operations (CNO) Availability level requirements. � SECTION 4: INSTRUCTIONS FOR OBTAINING THE RFIs Any contractor interested in receiving the RFIs shall submit their respective DD Form 2345 via email to the Points of Contact provided in Section 5 of this notification. Once received, the Government will independently verify each DD Form 2345. The Government will then respond with an email qualifying the contractor and include 1) the RFI questions and 2) a question/feedback template. The Government does not intend to respond to questions/feedback received in response to the sources sought information and/or RFIs but will consider all inputs received by the closing date and time of this announcement in developing the contracting strategy and any final solicitation.
