- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 6.302-1, Woodway USA W229 N591 Foster Court, Waukesha WI 53186, as the only responsible source that can provide Slat Belt Treadmills with the three required modes, traditional, dynamic, and resistance. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2021-03 are incorporated. The United States Army Research Institute of Environmental Medicine (USARIEM) intends to procure a firm-fixed-price contract for Slat Belt Treadmills to be able to effectively assess running performance. This product is essential for the ability to perform the required exercise in a safe manner in extreme environmental conditions that is also compatible with equipment already owned by USARIEM. The maximum estimated dollar amount for the duration of the contract is $95,000.00. The above mentioned DoD Research activity has a requirement for Slat Belt Treadmills that are capable of assessing the effects of environmental extremes (heat, cold, and high altitude) on physical exercise performance with the aim at identifying countermeasures to mitigate such effects. This information is critical to the Warfighter�s health and readiness. Exercise performance is quantified via a time-trial test (e.g., time required to complete a given distance). Multiple Woodway 4Front Slat Belt Treadmills are necessary to conduct research at the High Altitude Research Laboratory concurrently with research being conducted at USARIEM. These Slat Belt Treadmills have been proven to be reliable and durable (500 pound running capacity, 800 pound walking capacity) with capabilities beyond other treadmills and thus necessary requirements of upcoming protocols. This product is essential for the ability to perform the required exercise in a safe manner in extreme environmental conditions that is also compatible with equipment already owned by USARIEM. Failure to obtain the 4Front Treadmills would stymie research efforts. In order to compare data both within and across studies, it is required that the same Slat Belt Treadmills system be used. The use of any other vendor would negate the previous protocols, resulting in a loss of time and effort. The intended procurement will be classified under North American Industry Classification System (NAICS) 339920 with a Small Business Size Standard of 750 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable Slat Belt Treadmills are provided by Woodway USA W229 N591 Foster Court, Waukesha WI 53186.
