- Project Title: Multi-Discipline Architect/Engineer (A/E) Services�Indefinite Delivery/Indefinite Quantity (IDIQ)�Contract for East Campus Integrated Program Office (ECIPO). This is a Pre-Solicitation Notice.� It is anticipated that the synopsis for this requirement will be posted to Beta.SAM.gov under Notice ID W912DR21R0019 on or about 05 April 2021. The proposed procurement is anticipated to be competed under Full and Open Competition under NAICS code 541330. CONTRACT INFORMATION: In accordance with the Brooks Act, FAR Subpart 36.6, AFARS 5136.6 and U.S. Army Corps Engineers Acquisition Instruction (UAI) 36.6, the U.S. Army Corps of Engineers (USACE) Baltimore District (NAB), contemplates the award of a single $100M, Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for Architect-Engineer (A/E) services for the design of new facilities to complete East Campus within Fort Meade, MD to include East Campus Building 5 (ECB5), a new parking structure, and supporting campus infrastructure. Additional A/E services may also be used for the planning and design of Central Campus facilities and Campus-wide transportation improvements. The ordering period will be five (5) years from date of award. All task orders awarded under this A/E IDIQ will be FFP. �Any single task order could be awarded up to $50M or greater in size. Anticipated award date of this A/E IDIQ contract is September 2021. PROJECT INFORMATION: �The anticipated scope of A/E Services may include a broad range of multi-disciplinary A/E services for planning, design, construction phase services, construction management and commissioning support services limited to new construction, alterations, renovations, maintenance and repair, and minor construction projects. Work products may include the preparation of full design plans and specifications issued for construction as well as the preparation of Design Build Requests for Proposal documentation. Collaborative design progression with construction contractors is anticipated. In addition, the requirements for this contract may include, but are not limited to unique requirements for: �Highly complex mission critical computer and data facilities with reliable, redundant support systems; Innovative and architecturally complex facilities with a requirement for a fully integrated, self-contained corporate campus meeting the operational and support service needs of a specific business line; Integration of extensive, robust, internal communication networks into building systems architecture; Sensitive compartmented information facilities, including certified shielded enclosures. Armory with storage and locker space; Non-medical dry-laboratory facilities with special purpose equipment; Facilities with highly complex and innovative audio-visual and graphic display and other sensory components integrated to support intelligence mission execution; Robust Department of Defense anti-terrorism/force protection (AT/FP) design criteria and construction standards; Complex Life Safety and fire protection design of mission critical facilities, Campus wide transportation improvements; and Sustainable design using an integrated design approach and emphasizing environmental stewardship, with experience in energy efficiency, use of recovered materials; waste reduction; reduction or elimination of toxic and harmful substances in facilities construction and operation; efficiency in resource and materials utilization; development of healthy, safe and productive work environments, and employing the LEED evaluation and certification method. This contract will be used to support the design efforts for the construction of ECB5 which will be a multi-functional secure facility of approximately 900,000 gross square feet for approximately 3000 � 4000 people.� Supporting parking will be included for 90 percent of the final projected population of required staff.� Parking will include a multi-level parking structure for the majority of the ECB5 occupants, parking integral with the facility, as well as surface parking adjacent to and accessed from the entry/exit roadway that services the multi-level structure. The specific requirements for the main facility revolve around Command, Control, Communications, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems. ECB5 is an FY24 Design Bid Build MILCON project with the planned use of the Early Contractor Involvement (ECI) strategy. The estimated magnitude for construction of ECB5 is over $500,000,000. ADDITIONAL INFORMATION: To be eligible for a contract award, a firm must be registered in the System for Award Management (SAM) at https://www.sam.gov. Foreign Ownership must be disclosed for all contractors and subcontractors. Contractors and/or subcontractors shall be U.S. citizens. Inherently governmental functions will not be performed by contractors per FAR Part 7.5 and Office of Federal Procurement Policy Letter 92-1. Organizational Conflict of Interest. In accordance with FAR 9.505-1, FAR 9.505-2, and FAR 9.505-4, the A/E firm (and/or team) will be precluded from proposing on the resultant construction contract for ECB5. Additionally, firms may be precluded from follow on procurements for East Campus construction contracts and other services related to work performed under this A/E IDIQ contract pending a determination of the extent to which the firm provided services for this effort in accordance with FAR 9.505-1. This determination would be made by the Contracting Officer. Please note that all U.S. Army Corps of Engineers acquisitions are considered sensitive, but unclassified documents and require users to have a valid MPIN entered in the beta.SAM system to access the package.
