- The Butler VA Health Care System located at 325 New Castle Rd., Butler PA 16001 anticipates soliciting an offer and subsequently awarding a single, Firm-Fixed-Price contract. The Government in accordance with FAR part 36.301 will use two-phase design-build selection procedures. The Government Source Selection Evaluation Board (SSEB) and Source Selection Authority (SSA) will select only those Phase I offers considered technically acceptable. Selections for Phase II request for proposal will be based on evaluation factors, that will be released in an upcoming solicitation. The project will be for the selection of a prime contractor (construction, partnering with an architect/engineering firm) to provide necessary design-build services for completion of designs for Project # 529-22-100 Demolish Building #3 (a Design-Build project). Note: This notice is NOT a request for proposal at this time. Project Scope Summary The Design Build team shall provide all, labor, materials, tools and equipment, and design-build services necessary for design and construction of a project described here along with other specified tasks as further defined in a request for proposal (RFP) for Project 529-22-100 Demolish Building #3 - Design Build. Disclosure of Magnitude of Construction Projects - Estimate is Between $250,000 and $500,000. The project shall be designed and completed in accordance with VA Criteria, EPA requirements, VA Specifications (developed specifically to meet local requirements for the 529-22-100 Demolish Building #3 - Design Build). Under a previous contract in 2016 this project was designed to 100% completion. Since the completed design, resultant contract design and specification documents must be updated to design completion of the referenced project and then used in performing construction dismantling, and/or required improvements after demolition. Selection/Administration: This project is a two-phase design-build solicitation. ONLY firms that are 100% Service-Disabled Veteran Owned Small Business (SDVOSB) will be allowed to participate in Phase I of the solicitation. The Phase I proposals will be evaluated using factors and subfactors in the solicitation to determine which offerors will be selected to make an offer in Phase II of the solicitation. The Request for Proposal shall set forth the requirements for those responding to Phase I of the solicitation as well as meeting all the evaluation factors for both Phases I and Phase II. The solicitation for Phase II will be issued as a Request for Proposal (RFP), via an amendment and will be conducted in accordance with Federal Acquisition Regulations (FAR) Parts 36.3 and 15 and evaluated in accordance with the evaluation factors therein. The solicitation will be advertised as a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set aside. Applicable NAICS codes is 238910, Site Preparation Contractors, with a size standard of $16.5 million. The solicitation will be issued on or about Thursday March 29, 2021. The period of performance for the project shall be 200 calendar days from the Notice to Proceed issue date.
