Description
PURPOSE: The Nashville District U.S. Army Corps of Engineers (USACE) intends to issue an Invitation for Bid (IFB) solicitation for a firm fixed price construction contract for the Loyall Ponding Phase 1 project located in the City of Loyall, KY in Harlan County along the Cumberland River. The work covered by this contract consists of furnishing all equipment, labor, and materials required to repair/modify the inlet and outlet of the flow-through ponding area and provide access to downstream culvert for maintenance. The work includes the following items and incidental related work. a. Rehabilitation of Upstream Inlet (Sluice Gate). Currently this inlet is not functioning as an inlet as designed and will be repurposed into an outlet. The rehabilitation will include: - modify current concrete structure. - Clean out sediment/debris. - Convert inlet into outlet structure by installing flap gate. b. Installation of Upstream Access Road. A temporary access road will need to be constructed along the top of the upstream levee and traverse down the levee to the weir in the river. This road will be constructed out of shot rock and crushed stone. The road will be designed to support hauling trucks and the weir removal equipment. c. Removal of Weir. Currently a weir is in the Cumberland River, upstream of the Hwy 840 bridge. The access road will be constructed to provide access to the weir and a pad of shot rock will also need to be constructed to give trucks the ability to reach the weir. d. Replace Downstream Flap gate. The downstream culvert current flap gate is too heavy to operate and will be replaced with a lighter flap gate. e. Construct Downstream Causeway. A causeway will be constructed out of shot rock and a smaller aggregate north of the downstream flap gate. A reinforced concrete pipe will be installed in the causeway to connect the pond to the river overflow. Other drainage structures such as catch basins and HDPE pipe may be necessary to keep the causeway adequately drained. *Please note that this description is subject to change. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance. NAICS CODE AND SBA SIZE STANDARD: The anticipated NAICS 237990 - Other Heavy and Civil Engineering Construction, which has a Small Business Administration (SBA) size standard of $39.5 Million. TYPE OF SET-ASIDE: 100% Small Business Set-Aside SOLICITATION AND CONTRACT TYPE: It is anticipated that from the IFB Solicitation, the Government will award one Firm-Fixed Price Construction Contract to the company that is found to be responsive and responsible. DISCLOSURE OF MAGNITUDE OF THE CONSTRUCTION PROJECT: The disclosure of magnitude range is between $1,000,000 and $5,000,000. PERIOD OF PERFORMANCE: The anticipated contract period is three hundred sixty-five (365) calendar days after notice to proceed (NTP). SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is on or around January 19, 2021. The technical plans and specifications will be available at the time of solicitation release. SYSTEM FOR AWARD MANAGEMENT (SAM): �Offerors and quoters are required to be registered in the System for Award Management (SAM) database (www.sam.gov) at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements. SITE VISIT: Please refer to the solicitation, once posted, for the exact date and time of the site visit. No other site visit will be scheduled or granted. Once posted the solicitation will include the latest information on the organized site visit. ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on the BetaSam.gov website.� It is and will continue to be, the responsibility of all potential offerors to monitor the BetaSam.gov website for any amendments, updates, responses to questions and answers, etc. as the Government will not be maintaining a mailing list.
