- Presolicitation Notice This presolicitation notice is being posted to the Governmentwide point of entry (GPE) website, beta.SAM.gov in accordance with Federal Acquisition Regulation (FAR) 5.204, Presolicitation notices. This presolicitation notice is prepared in accordance with FAR 36.213-2(b). The Government has a need for a single award task order type contract. It is the Government�s intent to award a single firm-fixed-price, indefinite-delivery indefinite-quantity (IDIQ) contract in accordance with the procedures of FAR Parts 15 (Contracting by Negotiation) and 36 (Construction and Architect-Engineer Contracts). The Maximum Ordering Limit is $2,000,000.00 (the total maximum amount of all awarded task orders shall not exceed $2,000,000.00).� One (1) seed project will be part of the initial procurement. The estimated magnitude of construction is anticipated to be less than $25,000 for the seed project. Proposals for the seed project shall be submitted as part of an interested vendor�s proposal package. If further task order requirements are defined, task orders will be issued to the awarded contractor. It is anticipated that the IDIQ will be for a five year period. � The North American Industry Classification System (NAICS) code for this procurement is 236220 (Commercial and Institutional Building Construction) with a size standard of $39.5 million dollars. You are considered a small business concern if your company averaged $39.5 million or less in average annual receipts for your last three completed fiscal years. The Product and Service Code (PSC) for this procurement is Z1JZ (Maintenance of Miscellaneous Buildings). 1)�� �The proposed work is for various building restoration projects for Weather Forecast Offices (WFOs) within the National Weather Service�s (NWS) Central Region (38 locations in the following 14 states: Colorado, Illinois, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, Wisconsin, and Wyoming) https://www.weather.gov/organization/regional and https://www.weather.gov/organization_prv. The work could include, but will not be limited to, various types of general construction and construction related tasks. A generalized list of the predicted tasks is as follows: ��� �facility painting,� ��� �carpet replacement,� ��� �pavement maintenance,� ��� �Upper Air Inflation Building (UAIB) dome coating, and� ��� �caulk and lintel painting. � 2)�� �The 38 locations across 14 states are as follows: Boulder, CO; Grand Junction, CO; Pueblo, CO; Lincoln, IL; Romeoville, IL; Indianapolis, IN; Syracuse, IN; Davenport, IA; Johnston, IA; Dodge City, KS; Goodland, KS; Topeka, KS; Wichita, KS; Jackson, KY; Louisville, KY; West Paducah, KY; Gaylord, MI; Grand Rapids, MI; Negaunee, MI; White Lake, MI; Chanhassen, MN; Duluth, MN; Pleasant Hill, MO; Springfield, MO; St. Charles, MO; Hastings, NE; North Platte, NE; Valley, NE; Bismarck, ND; Grand Forks, ND; Aberdeen, SD; Rapid City, SD; Sioux Falls, SD; Dousman, WI; Green Bay, WI; La Crosse, WI; Cheyenne, WY; and Riverton, WY. 3)�� �The tentative date for issuing the pending Request for Proposal (RFP) is 04/23/2021. The RFP will be available on the GPE website for 30 calendar days. Completion dates for performance will be identified on each respective task order from the resultant contracts. 4)�� �Any plans pertaining to this procurement will be available for inspection without charge through the GPE website. 5)�� �All proposal packages shall be submitted via email to Contract Specialist Anna Strahan at Anna.Strahan@noaa.gov and Contracting Officer Angela Royster at Angela.Royster@noaa.gov and be received in the inboxes on or before the date and time established in the RFP. 6)�� �The award is restricted to small businesses. This presolicitation notice is being synopsized before issuing any resulting solicitation. For informational purposes, Western Acquisition Division requires that all contractors doing business with this acquisition office must be registered with the System for Award Management (SAM).
