- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 541330, Engineering Services, and the small business size standard is $15.0 million. Potential Offerors must be registered in the System for Award Management (SAM) (See Internet site https://beta.sam.gov/) and VetBiz (See Internet site: https://vetbiz.va.gov/) to be eligible for an award. Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services The VA contemplates soliciting a Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract to provide Architecture and Engineering (A/E) Services and expert consultant services. The period-of-performance for the A/E IDIQ will include a base year and four (4) option years. Services and expert consultant services will be related to: strategic capital planning, reviews, evaluations, analysis, certifications and documentation related to environmental and biological assessments, compliance with State Historic Preservation Requirements, compliance with life safety & seismic regulations, Hazardous Materials abatement (mold, lead paint, asbestos, etc.) and pre award services. The A/E shall provide services that include: development of medical facility/healthcare system strategic master and concept plans, life safety evaluation, review and consultation, environmental studies, seismic studies and certifications, Minor and NRM project consultation and assistance services to Medical Centers in preparation of pre-solicitation documents, to include, scope of work preparation (sow), cost estimates, concept drawings, and schedules. Strategic capital master facility and/or VISN wide plans will span a five-to-ten-year lifecycle to include planned or recommended functional changes resulting in Major and Minor construction proposals, significant Non-Recurring Maintenance projects that affect space utilization and any recommended functional relocations. In addition, all recommended significant technical (physical plant) projects or upgrades shall be reflected in the Five Year Plan. A/E shall prepare site and architectural block or line plans, magnitude cost estimates, analytical, investigative and certification services & reports, attend site visits, validation of clinical program workloads and related data (VA provided or other healthcare market analysis). Work shall be performed under the contract upon identification of a specific project and issuance of task orders (TOs). Concurrence from the VISN 21 Capital Asset Management Office shall be obtained prior to issuance of task orders. A task order shall reflect the scope of the work, fee, time schedule for completion, construction cost limitation and payment schedule that pertains to that project task. Task orders may be issued between the effective date of the contract (base year) and four one-year renewal options. Requests from You The Government requests that interested parties provide the following capability information: Business Size (Large/Small) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) DUNS number Anticipated Teaming Arrangements (if any) List of design projects (Government and Commercial) your company has successfully accomplished (or on which your company is currently working) The Government requests that interested parties provide feedback, questions, and/or concerns on the attached Statement of Work ( SOW ). Interested parties shall not submit more than ten (10) single-sided, type-written pages using 12-point font or larger. The Government will use this information when determining its business type decision as well as to inform decisions regarding the Statement of Work. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this Sources Sought announcement.
