Arnel ------------------------------------------------------------------------------------------------------------------------------------------------------------ As of 12 Feb 2021 SOURCES SOUGHT SYNOPSIS Title: Sources Sought for $50M Multiple Environmental Government Acquisition (MEGA) Multiple Award Task Order Contract (MATOC) for Environmental Remediation Services (ERS) to support the Formerly Used Defense Sites (FUDS) program within California, Nevada, and Utah AND Seed Task Order for Military Munitions Response Program (MMRP) Remedial Investigation/Feasibility Study/Proposed Plan/Decision Document (RI/FS/PP/DD) at Fort Douglas in Salt Lake City, Utah (FUDS ID J08UT110801) This is a SOURCES SOUGHT SYNOPSIS for MARKET RESEARCH only. Reference W9123821R0021. This is a re-announcement of the cancelled solicitation W9123820R0039. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME OTHER THAN WHAT IS POSTED WITH THIS NOTICE. Responses are being sought from qualified SMALL and OTHER THAN SMALL business concerns possessing the technical/management expertise to execute the work requirements. The attached DRAFT Performance Work Statements (PWS) dated 8 December 2020 (MEGA MATOC Sacramento) and Draft PWS dated 9 December 2020 (Ft. Douglas Seed Task Order) define the scope of environmental remediation services necessary for performance of the requirements. The objective of the base MEGA MATOC acquisition is to award Indefinite Delivery Indefinite Quantity (IDIQ) contracts to offerors demonstrating competence in a wide range of environmental services at various known or suspected MMRP sites and Hazardous, Toxic, and Radioactive Waste (HTRW) sites in California, Nevada and Utah. In order to be eligible to bid on a FUDS task order under the IDIQs, the Contractor, or Subcontractor in charge of performing any geophysical work, must be accredited in accordance with the Department of Defense Advanced Geophysical Classification Accreditation Program (DAGCAP). DAGCAP accreditation and AGC requirements shall be in compliance with the Office of the Secretary of Defense Policy Memo dated 11 April 2016 and the FUDS AGC Policy Memo dated 6 January 2017. The objective of the seed task order is to achieve acceptance of the RI, FS, PP, and DD within the MMRP at the Fort Douglas Impact Area Munitions Response Site, FUDS Project Number J08UT110801. The base IDIQ contracts awarded from the upcoming solicitation will be for a five-year ordering period. The seed task order for the RI/FS/PP/DD at Fort Douglas will have a five-year base period of performance and may be extended by six months. The IDIQ contracts and subsequent task orders are expected to be Firm- Fixed Price. The purpose of this Sources Sought is to gain knowledge of, interest, capabilities and qualifications of various members of industry, including the Other-Than-Small and Small Business Communities. The Government must ensure there is adequate competition among the potential pool of responsible contractors. This procurement is for: 1. Environmental Remediation Services 2. NAICS Code: 562910 - Environmental Remediation Services with Small Business size standard of 750 Employees 3. Set-Aside: To be determined after responses to the sources sought are received and evaluated. Prior Federal Government contract work is not required for submitting a response under this sources sought synopsis. The official solicitation (W9123821R0021; (formerly W9123820R0039) will be issued via Beta.SAM.gov (""SAM.gov""). The Government has yet to make a determination as to the acquisition source. It is anticipated that this acquisition will be awarded utilizing the Best-value Trade-off acquisition process. ***Firms that have previously responded to prior sources sought for this project may respond affirming their interest and any revisions, should they exist.� Firms need not resend duplicate information already sent in response to a sources sought for this project.*** Firms� response to this Synopsis shall be limited to five (5) pages and shall include the following information: -Firm's name, address, point of contact, phone number, and e-mail address -Firm's CAGE and DUNS numbers if applicable -Firm's interest in bidding on the solicitation when it is issued -Firm's Capability Sheet as it relates to this project including proof of DAGCAP accreditation - Provide Example Projects: Provide two (2) but no more than three (3) example projects demonstrating experience with work similar to that described within the PWSs. Include a brief description of the project, customer�s agency name and POC, period of performance, and dollar value -Firm's Business Size category: Other-Than-Small Business, Small Business, HUB Zone, Veteran Owned Small Business, Women Owned Small Business, 8(a) etc. -Firm's Joint Venture information if applicable.
