Description
This is a sources sought announcement only. All responses will be used for market analysis in determining the availability of potential qualified businesses that may be used to determine appropriate acquisition strategy. No solicitation is being issued at this time but may be issued later. The Columbia Healthcare VA System (WJB Dorn VA Medical Center) located at 6439 Garners Ferry Road, Columbia, SC 29209 is seeking Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) and vendors falling into other socioeconomic Small Business (SB) categories to perform Hydrostatic Testing on twenty (20) Fire Department connections. A detailed Statement of Work (SOW) follows. Interested offerors are encouraged to respond to this notice via e-mail and provide their companies name and associated DUNS number. This notice will be posted for a period of 3 business days, closing on Tuesday, March 16, 2021 at 4pm EST. Questions regarding this notice should be forwarded to Joseph Locke via e-mail at joseph.locke@va.gov STATEMENT OF WORK Perform Hydrostatic Test On (20) Fire Department Connections GENERAL: This requirement is for a firm fixed price service contract for the Perform hydrostatic test at the William Jennings Bryan (WJB) Dorn VA Medical Center located in Columbia, South Carolina. 2. BACKGROUND: The WJB Dorn VA Medical Center is a 216-bed facility, encompassing acute medical, surgical, psychiatric, and long-term care. The hospital is located in Columbia, South Carolina and provides primary, secondary, and some tertiary care. 3. PERIOD OF PERFORMANCE Required work will take 30 days to complete from NTP. Work will be conducted Monday Friday, 8:00 a.m. to 4:30 p.m. excluding federal holidays. No overtime is authorized unless approved by the assigned Point of Contact (POC). 4. PLACE OF PERFORMANCE: WJB Dorn VA Medical Center 6439 Garners Ferry Road Columbia, SC 29209 5. PERFORMANCE REQUIREMENTS: A Contracting Officer Representative (COR) shall be assigned to this procurement and written notification shall be provided to the Contractor after award. Scheduling of work performance shall be arranged through the POC assigned. Any work performed after working hours shall be approved and scheduled by the COR as required. The Contractor shall furnish all labor, transportation, equipment, materials, tools, supplies, supervision, incidental engineering, shipping, and management required to hydrostatic test on (20) fire department connections per NFPA 25 13.8.1 test at 150 psi for 2 hours. All Adjustments, Repairs and Modifications, after inspecting and testing of the fire department connections must be in conforming to the manufacturer guidelines and/or the following industry standards, as applicable, whichever is more stringent. NFPA 13 2019 edition. Standard for the Installation of Sprinkler Systems NFPA 14 - 2019 edition Standard for the Installation of Standpipe and Hose Systems) NFPA 25-2020 edition Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems Factory Mutual Approved Guide (FM) Underwriters Laboratories, Inc. (UL) Fire Protection Equipment Directory Scope of Work Required The Contractor shall furnish all labor, transportation, equipment, materials, tools, supplies, supervision, incidental engineering, shipping, and management required to hydrostatic test on (20) fire department connections per NFPA 25 13.8.1. Testing report will be provided and permanently kept on file in our office. All quotes for repair, resulting from inspection-- Quotes shall be detailed and specifically list material and labor as separate line items Labor: The labor portion of fire alarm system repairs shall be priced according to fair market value. Extraordinary circumstances resulting in an emergency event requiring immediate and significant response will be handled on a case-by-case basis at the discretion of the Contracting Officer Parts: The material portion of system repairs shall be invoiced per GSA schedule pricing or the lowest available price. Check-In Requirements Contractor an all Contractor s Service Personnel shall check in and out with Engineering Building 20, prior to performing and upon completion of all required service. Work Schedule The Contractor shall schedule and arrange work so as to cause the least interference with the normal occurrence of Government business and mission. In those cases where some interference may be essentially unavoidable, the Contractor shall make every effort to minimize the impact of the interference, inconvenience, equipment downtime, interrupted service, customer discomfort, etc. SAFETY Contractor shall ensure all tools and equipment are secured at all times. Tools and equipment must be removed from open areas or stored in secured location during breaks, lunch, and/or at the end of each workday. All debris must be removed from the facility upon completion of service each day. Masks must be worn in all Public Areas. Masks must be worn when within 6 of someone. Contractor Mask Usage: Contractors needs a mask entering the facility. They are to be non-surgical type masks, not homemade masks (this is for staff and contractors). Masks need to be worn whenever you are within 6 of another person, whether you are outside or inside. This includes riding in carts. As the number of cases continue to grow in SC, we need to take necessary precautions to protect ourselves and others from COVID-19. Contractor shall ensure proper signage, barriers, and/or blockage of service area is provided where applicable, especially at hoist way doors and clearly visible to ensure patient/employee safety is adhered to. Smoking is not permitted within the facilities at any time.
