Sources Sought Title: C-5 ISO Tstand Maintenace and Repair. Date 11 March 2021 Sources Sought: The sources sought notice is a synopsis posted by a Government agency seeking possible sources for a requirement.� THIS IS NOT A SOLICITATION FOR WORK OR A REQUEST FOR QUOTE/PROPOSAL.� Sources Sought Synopsis (SSS) � a type of RFI in which the Government posts a summary description of the technical requirements and seeks industry information to understand what sources and capabilities are available. Overview:� The Department of the Air Force Reserve, Westover Air Reserve Base, Chicopee, Massachusetts is searching for sources that may possess the expertise, capabilities, and experience to meet the requirements or qualifications to perform preventative maintainenance and repair services for C-5 ISO Stands. Contractors/Institutions responding to this market research are placed on notice that participation in this market research may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this market research. GENERAL INFORMATION. The C-5 ISO (Isochronal Maintenance) Stands are ground support equipment used in inspecting and maintaining the C-5 aircraft.� An isochronal inspection is an extensive examination and maintenance of the entire C-5 airframe and its systems that seeks to increase the overall performance and safety of the aircraft. The ISO stands allows maintenance personnel full access to the wings, fuselage, engines, and empennage of the C-5 aircraft during isochronal maintenance. The C-5 ISO stands are massive, multi-stand structures consisting of wings docks, fuselage stands, engine stands, over the wing, forward fuselage access ladders, and T-tail Stand. Westover ARB is one of two bases across the Air Force with a Regionalized Isochronal (RISO) inspection program for C-5 aircraft vital for the base mission as well as worldwide C-5 maintenance/inspection. Failure to perform or sustain the RISO inspection program would significantly impact mission essential, world wide C-5 maintenance/inspections. Westover ARB intends to award a maintenance/repair contract for preventive maintenance and repair (including emergency) of the C-5 ISO stands.� The period of performance will be for base year of 12 months and 4(1) year options. The contract is necessary to maintain and repair the mission essential WARB C-5 ISO stands. Managing the C-5 fleets Isochronal Inspections and is mission essential supporting the Air Force and AFRC mission requirements. These stands shall remain operational at all times. Westover ARB contemplates (but does not guarantee) a Firm-Fixed Price (FFP) contract with a FFP contract type line item (to award a preventive maintenance/repair contract for preventive maintenance and repair of the C-5 ISO stands).� The contractor shall provide all management, tools, supplies, equipment, and labor necessary for preventative routine maintenance and unscheduled repairs to the Regionalized Isochronal Maintenance Stand System, manufactured by Kern Steel Fabrication, Inc. of Bakersfield, California, at 439th Maintenance Squadron Westover ARB, Chicopee, Massachusetts Building 7000� in a manner that will ensure continuous and safe operation. The Stand system consist of a series of wing, empennage, fuselage, landing gear, and engine stands (37); as well as a Hydraulic Power Unit (HPU). The personnel must be trained, certified and provide documentation to perform inspection, repairs and certification on all equipment. The contractor will deliver and provide qualified technicians to complete all inspections, maintenance, and repairs at the current location on Westover, AFB. The contractor is responsible for compliance with Certification/license, required in accordance with this PWS, technical orders (T.O. 35D34-9-11), base, local state, federal, OSHA, and DoD and federal environmental/occupational safety laws, rules and regulations as referenced to include, but not limited to EPA, NFPA, NEC. Repair work shall be in accordance with commercial practices or manufacturers specifications. The contractor shall coordinate with the government on all replacement parts prior to purchase. The contractor is responsible for disposal of all waste material generated in the performance of their tasks and in accordance with all local, state, federal, OSHA rules and regulations. The contractor will coordinate with Government personnel prior to disposal. Several of the activities undertaken in the execution of this contract will result in the generation of hazardous waste.� The contractor shall comply with the Base Hazardous Waste Management Plan, AFI 10-2501, Air Force Emergency Management (EM) Planning and Operations, AFI 32-7042, Waste Management, AFI 32-7086, Hazardous Materials Management, and AFPAM 32-7043, Hazardous Waste Management Guide.� The contractor shall ensure personnel handling hazardous waste and regulated materials are properly trained in a manner consistent with applicable local, state, and federal regulations. To facilitate waste handling and disposal, and ensure regulatory and Base Hazardous Waste Management Plan compliance, the contractor shall control the accumulation of hazardous and regulated wastes and establish procedures for documentation, inspection and on-site safety measures at the accumulation points for all contractor activities.� The Base Hazardous Waste Management Plan does not require extraordinary procedures, but rather directs a common handling system that complies with OSHA and environmental guidelines and ensures compliance with federal and state regulations. The contractor shall comply with the Westover ARB Hazardous Materials Emergency Planning & Response (HAZMAT) Plan section on spill notification, spill prevention, containment and control for spill reporting and first response. No government furnished equipment or materials will be provided. This Sources Sought Notice is issued solely for information and planning purposes to determine availability of qualified vendors and does not constitute a solicitation.� All information received in response to this Sources Sought Notice that is marked as propriety will be handled accordingly.� Government is seeking information for market research purposes only.� The Government, in its sole discretion, may (or may not) issue a solicitation. If, after reviewing the document, you desire to participate in the market research, you should provide capability documentation that supports your company�s capability in meeting these requirements, including, Company experience, business name, address, cage code, size classification based on NAICs 811310 size standard $8M, socioeconomic classification (i.e Large, HUBZone, 8(a) SDVOSB, WOSB etc.) and a point of contact.� Evidence of your experience performing work similar in type and scope of work within the last 7 years.� Both large and small businesses are encouraged to participate in this Market Research.
