- SCOPE: OBJECTIVE: The task covered by this statement of work is to perform the annual maintenance for a fire tube steam boiler manufactured by Hurst Boiler & Welding co., Inc., Heating surface in square feet 997. Steam lbs./hr. 12,075. Serial number ES997-200-2. Local identifier is Boiler Unit number 3. REQUIRED SERVICES: Provide the necessary labor and materials to perform the annual preventive maintenance of fire tube steam boiler unit number. The service required must restore steam boiler unit number 1 back in service as described in the manufacturer s manual and in compliance with local and federal requirements or as per The American Society of Mechanical Engineers, The National Board of Pressure Vessels, VHA Directive 1810 Boiler and Boiler Plant Operations, The Occupational Safety and Health Administration, and the VHA Boiler plant Safety Devices Testing Manual Fifth Edition. GENERAL REQUIREMENTS: All maintenance, repair and modification work shall be in accordance with the manufacturer specifications. Contractor must have at least 10 years of experience in the maintenance and repair service of steam boilers. Contractor must provide a certified oil burner technician for combustion adjustments. Basic Requirement Needed by outside contractor at the Boiler Plant Follow Electrical safety require by NFPA 70E Follow American Society of Mechanical Engineer (ASME) Boiler and Pressure Vessel Code Follow National Fire Protection Association (NFPA) 85 Boiler and Combustion Hazard Code Have at least one Boiler Technician qualified to perform Boiler combustion adjustment, troubleshoot boiler control and able to replace mechanical and electrical controls. For annual Boiler maintenance and inspection, the technician must be able to perform Boiler safety devices test, as per Boiler inspector request. For annual Boiler maintenance and inspection, the technician must perform all 40 Boiler Safety Devices test in accordance with VHA Boiler and Associated Plant Safety Devices testing manual Dispose of all environmental hazard Follow Lock Out Tag Out procedure Follow safety guidelines Worker and Aids must be familiar working around industrial equipment and follow instructions. Clean up area at the end of the shift. For annual Boiler maintenance, calibrate all gages and instruments. For annual Boiler maintenance, certify safety relief valves and operate the valve on the boiler to lift at require pressure in accordance with Boiler Safety testing Manual Perform Hydrostatic test if require by the Boiler Inspector Contract Administration: The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contract. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement. This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. This Request for Information is intended for Socio-economic groups: Service Disable Veteran Owned Small Business, Veterans Owned Small Business, Women Owned Small Business, Small Business and Large Business. Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. The Department of Veterans Affairs Service Area Office East/Network Contracting Office 8, San Juan, Puerto Rico Services Team, is conducting market research to identify potential sources with the intention to award Service Contract. Responses to this notice should include company name, address, point of contact, phone number, fax number and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS). NAICS Code is 238220. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. Telephone responses will not be accepted. Responses must be received in writing no later than 10:00am Eastern Standard Time (EST) on March 16, 2021. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff in regard to this requirement, as they are not authorized to discuss this matter related to this procurement action, all questions will be addressed during the solicitation stage by the Contract Specialist. All firms responding to this Request for Information are advised that their response is not a request for proposal therefore will not be considered for a contract award.
