Description
Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is conducting market research to identify qualified and responsible sources that may be interested in a potential future procurement for the Air Dominance Technical, Engineering and Logistics Support Services in support of the Air Dominance Department Mission.� The services required to support the department�s mission include: the specified installation planning, change control, configuration management, Configuration Status Accounting, combat systems technical documentation, computer program and server maintenance, test event planning and execution, modernization planning and execution. This sources sought notice is issued for informational and planning purposes only and does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), or Request for Proposal (RFP). This sources sought is not to be construed as a commitment by the Government to issue a solicitation or award a contract. �In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� The Government will not reimburse any costs associated with responding to this notice.� Information submitted in response to this sources sought will become the property of the United State Government. Responses to this sources sought notice will be utilized to determine if there are multiple sources capable of performing this requirement.� Additionally, responses will further be utilized to determine if Small Business set-aside opportunities exist.� All Small Business set-aside categories will be considered under North American Industry Classification System (NAICS) code 541330 Engineering Services.� In accordance with FAR 52.219-14, Limitations on Subcontracting, Small Business concerns are reminded that in performance of contracts awarded under small business set-aside procedures, at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. It is requested that all interested large and small business concerns including but not limited to HUBZone, 8(a) Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB) and Service Disabled Veteran Owned Small Businesses (SDVOSB), respond with a Capability Statement of a maximum of 10 pages that demonstrates the interested party�s capability to perform the requirements.� Interested small business concerns must identify their small business socio-economic categories. The Capability Statement shall succinctly address the following three items to demonstrate the contractor�s capability to perform the requirement of the attached draft Statement of Work (SOW): The contractor�s ability to manage, as prime contractor, the types and magnitude of tasking in the draft SOW; � The contractor�s technical ability, or potential approach to achieving technical ability, to perform the requirement.� For Small Business set-aside determination purposes, also include the contractors technical ability to perform, or potential approach to achieving technical ability to perform, at least 50% of the cost of the contract incurred for manufacturing the supplies, not including the cost of materials; and � � The contractor's capacity, or potential approach to achieving capacity, to conduct the requirements of the draft SOW. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed. Demonstrated ability to manage, technical ability, and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested contractor's approach to demonstrate capability. In addition to addressing items (1) � (3) as stated above, interested concerns are requested to address the following specific requirements. The contractor�s ability to obtain a Secret Clearance for personnel. The information contained herein is based on information available at the time of publication, is subject to revision, and is not binding upon the Government.� Please submit responses to the Contract Specialist, Virginia Ryerson at (virginia.ryerson@navy.mil) with copy to the Contracting Officer, Shane Schmidt at (shane.m.schmidt@navy.mil).� NSWC PHD may request further information regarding the capability of respondents to meet the requirements set forth in the sources sought. Respondents are responsible for properly marking and clearly identifying proprietary information or trade secrets contained within their response.
