Sources Sought In accordance with Federal Acquisition Regulation (FAR) 52.215-3, �Request for Information or Solicitation for Planning Purposes� This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). PROJECT DESCRIPTION: The contractor shall provide the complete design and subsequent construction of a new parking garage. Construction will be on an existing parking lot; however, a third-party contractor will provide off-site parking during construction of new parking garage. The project includes the design and construction of a new parking garage of approximately 42,260 gross square foot (133�x122�) at the G.V. Montgomery VA Medical Center in Jackson, Mississippi that, at a minimum, includes the following: parking for up to 464 vehicles; ability to add up to two (2) more levels later; �ADA parking stalls per local, state and federal regulations; landscaping and lighting; emergency communication and security system; parking management system with programmable LED signage; fire protection system per local, state, and federal regulations; antiterrorism features per FEMA-426/BIPS-06/October 2011, and betterments where feasible. The project also includes demolition/removal of existing items that are located within the footprint of the proposed parking garage. This includes, but not limited to, excavation required to construct the foundation, removal of asphalt, removal of concrete curb and gutter, and etc. Design of the structure shall meet the U.S. Department of Veteran Affairs design criteria for parking structures, site development, fire protection, elevator design, electrical design, and all other applicable design standards. The above-mentioned features shall be within the provided construction cost limitation of $11,500,000. The contractor shall be required to perform all work in accordance with the access and security requirements of the facility. All personnel working on any project related to this acquisition must be U.S. Citizens. The requirement will be a Firm-Fixed-Price (FFP) Design-Build (DB) construction contract outlined in FAR Part 36 Construction and Architect-Engineer Contracts Procedures; to construct a new parking garage at the G.V. Montgomery VA Medical Center in Jackson, Mississippi. The work to be performed under this requirement will be within the North American Industry Classification System (NAICS) code 236220 with a size standard of $39.5 million. The construction magnitude for this project will be More than $10,000,000.00. CAPABILITY STATEMENT: In order to adequately plan for the procurement of this project, interested PRIME CONTRACTORS ONLY shall submit the following: 1. Company name, address, phone number, email, DUNS number, CAGE Code, point of contact (POC) name, as well as business category (large or small businesses to include subsets). 2. Provide company business size based on NAICS code 236220. Also, provide business type (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.). 3. Provide a Statement of Interest in the project. 4. A narrative statement demonstrating your firm's capability and experience in managing or self-performing Design-Build (DB) construction projects of a similar nature as described above valued at $10M or greater. Your response should include the following information: details of similar contracts/projects (within the past 5 years) to include contract number, dates of construction, project references (including owner with phone number and email address), size and scope of contract/project. Narratives should be no longer than FIVE PAGES on an 8 � x 11"" size paper and no less than 11 point font. 5. Provide information on your bonding capability - both single and aggregate as well as small business categories. It is requested that interested contractors submit a response (electronic submission) of no more than 5 single sided pages that addresses the below information. This response must be submitted as a single application-generated (not scanned) PDF document that is less than or equal to 4MB in size. Please note that hard copies will not be accepted. Responses to this notice are due NO LATER THAN 12 NOON, Central, 26 MARCH 2021, via email to the primary point of contact listed Amy.L.Starks@usace.army.mil . No phone calls will be accepted. This is a Sources Sought Notice for the purpose of conducting market research to determine capability of POTENTIAL PRIME CONSTRUCTION CONTRACTORS, large or small businesses (including the following subsets: Small Disadvantage Businesses, HUBZone Firms, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Women-Owned Small Businesses) WITH A MINIMUM SINGLE BONDING CAPACITY of $25,000,000.00 to provide the type of work described herein.� THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR INVITATION FOR BID (IFB) and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� The Capabilities Statement submitted in response to this Sources Sought shall not be considered to be a bid or proposal. No evaluation letters and/or results will be issued to the respondents.� After completing its analyses, the Government will determine whether to limit competition among the small business categories listed above or proceed with full and open competition as other than small business. The U.S. Army Corps of Engineers will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications and/or drawings, will be made available on the Beta.SAM.gov website (https://beta.sam.gov/). Interested parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates/amendments.
