- In accordance with Federal Acquisition Regulation Part 10.002(b)(2)(i) and FAR 12.202(a), the Bureau of International Narcotics and Law Enforcement Affairs' Office of Aviation (INL/A), also known�as the�INL Air Wing) is conducting market research and requesting information to assess whether commercial items or non-developmental items are available to meet the Government�s needs or could be modified to meet the Government�s needs. Accordingly, this Market Research and Request for Information (MR&RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal/Quotation (RFP/RFQ) or a promise to issue an RFP/RFQ. This MR&RFI also does not commit the INL/A to contract for any supply or service. At this time, INL/A is not seeking proposals. Responders are advised that the INL/A will not pay any cost incurred in response to this MR&RFI. All costs associated with responding to this MR&RFI will be solely at the interested party�s expense. Not responding to this MR&RFI does not preclude participation in any future RFP/RFQ, if any is issued at a later date. The information provided in this MR&RFI is subject to change and is not binding on the INL/A. Requirement:� Identify contractors that can provide sUAS Training and 14 CFR 107 Certification. General: Training will typically occur at OCONUS locations Trainees will be DoS employees Training: Consists of academic and practical modules Addresses multi-copter and/or fixed-wing sUAS platforms Must include sUAS Operations per 14 CFR 107 May include sUAS Maintenance, Repair, and Fleet & Data Management applications Must include basic flight training (i.e. maneuvers and environments authorized in 14 CFR 107) May include advanced flight training (i.e. maneuvers and environments that are prohibited and/or require a waiver per 14 CFR 107) Certification: Training must result in an FAA 14 CFR 107 Remote Pilot (UAS) Certificate. Certification process (testing and evaluations) must occur on site.� Students will not be able to travel to a U.S. FAA testing facility. Advanced flight training may result in �industry� certifications Service Provider: Must travel to U.S. and international U.S. Department of State sites, to include locations in hostile and austere environments. Must coordinate the issuance of an FAA 14 CFR 107 Remote Pilot (UAS) Certificate, without requiring excessive/international travel for the trainee. Must provide training materials and sUAS, as required. Responding to this MR&RFI: Suppliers able to satisfy the above requirements are invited to submit information describing their training approach.� Please limit your response to a maximum of 10 pages and include an additional cover page containing the following information: Point of Contact (POC) POC Title Company Name Location Mailing address Phone number Email address Website All company proprietary information, performance capabilities, and/or future modification(s) should be clearly identified and marked. By submitting per this MR&RFI, the submitter understands and consents to INL/A, the assessment team, and INL/A support contractors having access to the submissions. Method of submission:� One electronic submission in MS Word format. The electronic submission shall not be locked or password protected to prevent copying and marking up of information. Responses to the RFI are to be submitted electronically to the INL/A Program Support Office at hoffmanml@state.gov. INL/A reserves the right to review late submissions but makes no guarantee to the order of, or possibility for, review of late submissions. Respondents are solely responsible for any and all expenses incurred pursuant to responding to this MR&RFI. Responses to the MR&RFI may be used to develop Government documentation. Unsolicited proposals in response to this MR&RFI will not be considered.
