- INTERIM REPAIR CAPABILITY FOR DIGITAL EYE PIECE (DEP) Sources Sought Synopsis (SSS): WNUK-21-007 US Air Force Human Systems Division 1.The Air Force Life Cycle Management Center (AFLCMC) Human Systems Division(AFLCMC/WNU) is officially conducting market research that will be used to assess the abilityof companies and industry at large to perform interim repair, stock listing, and provisioning forthe DEP and its peripherals. This announcement constitutes a Sources Sought Synopsis (SSS)only. AFLCMC/WNU is issuing this SSS to explore cost-effective options to meet this servicesrequirement and to obtain valuable industry feedback. The Government is issuing this SSS solelyfor information and planning purposes and may consider responses to determine the acquisitionstrategy for a prospective Interim Repair (IR) contract. If pursued, the contract period ofperformance will be approximately two years. 2.The Combat Air Forces originally identified the DEP as a material solution to an urgentoperational need. DEP assets have been procured and are currently operating on a range of AirCombat Command (ACC) F-15 C/D/E and F-16 Block 40/42/50/52 aircraft. Attached to the NightVision Goggles (NVG), the DEP delivers a night off boresight, cueing capability in conjunctionwith the Joint Helmet Mounted Cueing System (JHMCS) and standard AN/AVS-9 goggles. Atpresent, approximately 500 DEPs and support hardware (e.g., NiCE Tool, Low-Cost Night DisplayAdapter (LoCNDA), and Helmet Mounted Display-Test Set (HMD-TS)) have been fielded. Boththe DEP and its peripherals are reparable items. 3.This is not a request for quote, request for proposal, or an invitation to bid, nor is this to beconstrued as a commitment by the Government to issue a solicitation or ultimately award acontract, nor does it restrict the Government to a particular acquisition approach. The Governmentwill not reimburse or pay for any information submitted in response to this SSS or any follow-upinformation requests. Please be advised that all submissions become Government property andwill not be returned. All costs associated with responding to this SSS will be solely at theresponding party�s expense. Responses and/or questions related to this SSS must NOT containclassified information. The Contractor is responsible for identifying any elements of theirresponse that contain proprietary information. 4.Not responding to this RFI does not preclude participation in any future RFP. SmallBusinesses are encouraged to provide responses to this RFI in order to assist AFLCMC/WNU indetermining potential levels of competition available in industry, as well as helping to establish abasis for developing any subsequent small business subcontracting plan goals. An acquisitionstrategy is still being determined. Market research results will assist the Air Force in determiningwhether this requirement will be a full and open competition, a small business set-aside, or a sole-source acquisition. Page 2 of 6 5.Note that if there is sufficient demonstrated interest and capability among small businesscontractors, then it may be determined that a small business set-aside is appropriate. A key factorin determining if an acquisition will be a small business set-aside is that two or more potentialsmall business prime contractors must be capable of performing at least 50% of the effort, asdefined in Federal Acquisition Regulation (FAR) clause 52.219-14, ""Limitations onSubcontracting."" If it is determined that a small business set-aside is appropriate, and yourcompany anticipates submitting a proposal as the prime contractor for a small business set-aside,please provide specific details and rationale as to how compliance with FAR 52.219-14 withsubcontracts are to be used, provide an anticipated percentage of effort to be subcontracted andidentify whether small or large businesses will be used. Respondents should clearly delineate anyteaming and/or subcontracting arrangements and provide previous experience in teaming. If thiseffort is not set aside for small business, the Government will still consider using small businesses.Large and small businesses should provide a reasonable expectation for small business utilizationas a percent of total contract value, as well as supporting rationale for the recommendedpercentage. 6.In accordance with FAR 15.201(e), responses to this notice are not offers and the U.S.Government cannot accept any responses to form a binding contract. It is the responsibility of theinterested parties to monitor the beta.sam.gov website for any additional information pertaining tothis SSS.
