- Sources Sought (SS) ROYAL SAUDI AIR FORCE FIELD SERVICE REPRESENTATIVES AND FIELD SERVICE ENGINEER SUPPORT FOR OCONUS F-15 EAGLE MAIN OPERATING BASES IN THE KINGDOM OF SAUDI ARABIA CONTRACTING OFFICE ADDRESS Department of the Air Force Air Force Life Cycle Management Center (AFLCMC) 232 Byron Street, STE 19A Robins AFB, GA 31098 GENERAL INFORMATION Pursuant to Federal Acquisition Regulation 52.215-3 Request for Information or Solicitation for Planning Purposes; The F-15 Foreign Military Sales (FMS) office, AFLCMC/WAQI, is issuing a Sources Sought (SS) to find interested Industry Sources capable of providing Field Service Representatives (FSR) and Field Support Engineers (FSE) to support the Royal Saudi Air Force�s F-15 Eagle fleet In the Kingdom of Saudi Arabia (KSA).� THIS IS A Sources Sought (SS) ONLY. It is important to note that this SS is not a Request for Proposal (RFP). This SS is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This SS is issued to characterize industry capabilities to develop C-UAS capabilities. The information provided in this SS is subject to change and is not binding upon the U.S. Government. This SS does not commit the U.S. Government to contract for any supply or service. AFLCMC/XA is not seeking proposals at this time, and will not accept unsolicited proposals. Responders are advised the U.S. Government will not pay for any information or administrative costs incurred in response to this SS. All costs associated with responding to this SS will be solely at the responder's expense. Not responding to this SS does not preclude participation in any future RFP, if issued. The U.S. Government has not made a commitment to procure any of the items discussed, and release of this SS should not be construed as such a commitment or as authorization to incur costs for which reimbursement would be required or sought. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this SS is voluntary. The information, data, comments, or reactions obtained may be used as research for a future solicitation. Respondents will not necessarily be notified of the results of the review from this SS. All submissions will be used for review in the context of this SS or related potential future solicitations, and will be held and used for these purposes only. Quantity, description, and required delivery dates for the item: Four (4) ea Field Service Representatives (FSR) and one (1) ea Field Service Engineer (FSE) to be physically located at Outside Continental United States (OCONUS) Main Operating Bases (MOB)s in The Kingdom of Saudi Arabia (KSA). Twelve (12) months Basic Period of Performance (PoP) from award date with three (3) additional twelve (12) month ordering periods. 3. Applicable certifications and representations: 4. Anticipated contract terms and conditions: Twelve (12) Months Basic and up to three (3) additional 12 month options/ ordering periods. 5. Instructions to offerors and evaluation criteria for other than sole source actions: Responses will be evaluated by: Technical ability is a more important evaluation factor than price, we are not asking for quotes only capability. � F15 FSR/FSE Past Performance at OCONUS RSAF MOBs Technical Ability Ability to have trained FSR/FSE in place within 30 days of contract award �6. Proposal due date and time: Reponses to this SS are due to the USG Contracting Officer by 26 March 2021 3:30 P.M. EST days from receipt. � 7. Other relevant information; e.g., incentives, variations in delivery schedule, cost proposal support, and data requirements: The USG will utilize non-USG personnel to assist in evaluation of responses to this SS.� The role of these non-USG personnel is to function as technical advisors to the USG reviewers.� These non-USG personnel will have access to the information submitted in response to the SS, and will provide technical expertise and/or advice as required.� All non-USG personnel have Non-Disclosure Agreements on file with the USG. 10. DESCRIPTION RSAF MOB FSR and FSE support have previously been authorized and funded to the Boeing Company under the F15SA Fleet Modernization Program contract FA8634-12-C-2651.� FSRs and the FSE have supported the RSAF since mid-2015 via the Modernization Program contract.� The Modernization Program contract is set to expire on 30 July 2021; however, the FSR and FSE support remain essential to supporting RSAF MOBs as the Acquisition Life Cycle transitions into the Sustainment Phase. The scope of this workload provides for FSR and FSE support at OCONUS bases at each of the RSAF F-15 Eagle MOBs in the KSA.� The operational bases include King Abdulaziz Air Base (KAAB) in Dhahran, King Khalid Air Base (KKAB) in Khamis, King Faisal Air Base (KFAB) in Tabuk, and King Fahad Air Base (KFdAB) in Taif.� Each of the MOBs will be operational with F-15C, D, S, SR, or SA model aircraft.� FSR and FSE functions include (but are not limited to): Provide technical field support of Boeing fielded products Provide onsite representation and technical support to Royal Saudi Air Force (RSAF) customers operating/maintaining the F-15SA aircraft including: �flight controls and air data computer, communication system, data link, electronic warfare equipment, radar, mission computers, multi-purpose displays, digital map set, video recording, infrared and laser systems, command launch computer, gun, pylons, bomb racks, and launchers and support equipment including but not limited to Automatic Test Equipment (ATE). Provide on-site F-15 aircraft troubleshooting assistance through research and interpretation of RSAF F-15 Country Standard Technical Orders, aircraft Built-In-Test (BIT) indicators and fault isolation analysis. Provide on-site assistance in support of all aircraft systems/subsystems and support equipment software installation and loading procedures The ability to initiate reach-back to the Original Equipment Manufacturer (OEM) for design and manufacturing issues that cannot be resolved in the field at OCUNS MOB locations within the KSA; including engineering support/dispositions, technical order research/interpretation, system/sub-system performance evaluations (hardware/software), system/subsystem software object/source code performance and logistics supportAssist and develop in the establishment of training, maintenance and inspection procedures, and technical briefings Assisting in the preparation and submission of Deficiency Reports (DR) The FSE serves as a focal point for dissemination of OEM information to the RSAF, and �provides kit installation and checkout related procedural information Resolve maintenance and operational issues Document and monitors product performances 11. REQUIRED SS RESPONSE The response to this SS is due no later than 26 March 2021. The responses should be submitted to Mr. Daniel Faulkner, AFLCMC/WLKA, via electronic mail at james.faulkner.8@us.af.mil.� The SS responses shall be submitted in White Paper format, and shall address requested information listed below.� Your submittal shall be provided on standard letter-size 8-1/2 by 11 format, with normal margins.� The responses shall be concise, focused, and limited to 10 pages.� The font for text shall be Times New Roman 12-point or larger.� The response shall be in Microsoft Word or searchable Adobe Acrobat (Portable Document Format (PDF)) format. �Existing commercial documentation and product literature may also be submitted. 12. Responses must be unclassified and any Proprietary information provided must be marked accordingly. � To protect such data, each line or paragraph on the pages containing such data must be specifically identified and marked with a legend similar to the following: �The following contains proprietary information that (name of Responder) requests not be released to persons outside the USG, except for the purposes of review and evaluation.� 13. Business Information 1.1 �� Company/Institute Name 1.2 �� Company Type 1.3��� CAGE Code 1.4 �� NAICS Code 1.5 �� Company Website URL 1.5 �� Company Point of Contact Name Telephone number Email address Mailing address for primary work location Part II.� Capability/Capacity Survey Questions and Requested Information 2.1 �Describe your company�s ability to provide the engineering and technical expertise for the RSAF F-15SA aircraft operation and maintenance, Country Standard Technical Orders, and associated maintenance debrief and fault isolation procedures.� The FSRs and FSE will require access to the full range of F-15SA aircraft structural, mechanical, hydraulic, electrical, sub-systems (radar, avionics, communications etc.) and support equipment design, installation and functional operation information which are required to perform their duties. 2.2� Boeing is the designer and manufacturer of the F-15SA aircraft, including integration of various systems/sub-systems, Boeing is the single source of F-15SA engineering and logistics information required to support the full scope of FSR/FSE duties.� As the OEM, Boeing maintains certain proprietary information to include, but not limited to, limited use drawings, aircraft and support equipment operational software source code and cooperation agreements with subsystem contractors. �Access to Boeing's extensive information network and expertise supporting the design, function and operation of complex F-15SA systems/subsystems will be required for FSRs/FSE to perform their assigned duties. �Please describe your company�s reach back ability to the OEM for engineering and logistics information that may be required to support this effort 2.3 �Is your company able to transition from contract award to capable FSR/FSE in place in the KSA within 30 days of contract award? 2.4 �Describe your company�s past experience on previous projects similar in complexity to this requirement.� For past experience included in this response, please provide the following information if available:� 1)� contract numbers;� 2)� a brief description of the work performed;� 3)� period of performance;� 4)� agency/organization supported;� 5)� an individual point of contact. 2.5 �Describe your company�s ability to access Air Force Automated Information Systems, for Tech Data, Source Data and Engineering Data. 2.6 �What are the top two (2) risks you recognize with this effort?� Please describe these risks and provide the efforts your company would take to mitigate those risks. 13.
