Description
SOURCES SOUGHT � USDA FOREST SERVICE PRE-FABRICATED TRAIL BRIDGES The�USDA FOREST SERVICE�Interdisciplinary Procurement Team (IPT) is looking to streamline the process for obtaining PRE-FABRICATED TRAIL BRIDGES. IN ORDER TO RESPOND TO THIS ANNOUNCEMENT APPROPRIATELY, PLEASE READ IN ITS ENTIRETY. THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR MARKET RESEARCH PURPOSES ONLY. THIS IS�NOT�A SOLICITATION FOR PROPOSALS, QUOTATIONS OR BIDS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. REIMBURSEMENTS WILL NOT BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY INFORMATION REQUESTS. GOVERNMENT FUNDS ARE�NOT�AVAILABLE FOR THIS EFFORT. The��2020 Great American Outdoors Act (GAOA)��passed in September 2020, provides the USDA FOREST SERVICE funding of approximately $285 Million dollars, PER YEAR, over the next five (5) years ($1.425 Billion). The�USDA FOREST SERVICE�will use these funds to address deferred maintenance and other infrastructure projects on National Forests and Grasslands throughout the United States. Such projects include improvements to campgrounds, picnic areas, roads, trails, and other critical infrastructure to include pre-fabricated trail bridges. The�USDA FOREST SERVICE�intends to advertise and solicit proposals, quotations or bids for the fabrication, delivery, supply, and/or installation of pre-fabricated trail bridges. Responses received will determine the type(s) of solicitation(s) to issue. The Government also reserves the right to cancel this sources sought announcement without notice. Projects resulting from the GAOA effort will be required across multiple National Forests, Grasslands, Forest Service Regions, Districts and Stations. Work may span to cover different types of terrains and landscapes. Each of the trails within these administrative Forest Service areas might have specific or local requirements to meet organizational goals and expectations. Please see the corresponding image and links on page two (2) for more information. Please note that any procurements resulting from a future contracting vehicle may also span across multiple procurement offices and procurement officials.The type of set-aside decision(s) for issuance will depend upon the capabilities of the responses to this sources sought announcement. The purpose of this Sources Sought announcement is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and Economically Disadvantage Woman-Owned Small Business, etc. The Government must ensure that there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, EDWOSB and SDVOSB entities are highly encouraged to participate. Firm response to this Sources Sought Announcement shall be limited to five (5) pages and shall include the following information: 1. Business name, address, point(s) of contact, telephone number, and e-mail address. 2. Type of business (e.g. Large, Small, 8(a), HUBZone, Service Disabled Veteran Owned Small Business, and Woman Owned Small Business) 3. Please list the areas in the supply chain where your company would be involved. This includes but is not limited to manufacturing, installation, and delivery. In your responses, please also indicate if your solution would offer the ability to provide the bridges of a small business manufacturer. 4. Information that your business can provide concerning bridges that meet the current edition of AASHTO LRFD (American Association of State Highway and Transportation Officials Load and Resistance Factor Design) Bridge Design Specifications (highway) and Pedestrian Bridge Design (e.g. bicycles, pedestrians, light maintenance vehicles, equestrian riders). 5. Interest in submitting a proposal, quotation or bid when the requirement is synopsized. 6. Capability to provide similar/same type of work (Pre-fabricated Trail Bridges). Provide at least three (3) examples. 7. List the North American Industry Classification Code (NAICS) that your company would use. Not fully inclusive, but the Forest Service anticipates work in NAICS codes 321113 (Supply) and 237310 (Construction). In order to determine the extent of industry interest and capability, interested parties must submit responses by email to SM.FS.21_IPT_TB@usda.gov. Responses are due no later than March 25, 2021 at 4:30pm Eastern time.
