- SPECIAL NOTICE: 36C24921Q0168 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract for a Hospital Sanitizer Moonbeam3 to American Sanitary Products, Inc., 303 Najoles Rd., #109, Millersville, MD. 21108. The contract is expected to be awarded under the authority of 38 U.S. Code § 8127 ©. Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about March 18, 2021 to American Sanitary Products Inc. The period of performance will be for sixty calendar days after issuance of the notice to proceed. The Contractor will provide (3) MoonBeam3 Disinfection Technology Sanitizers with one year return to factory warranty. The contractor will provide in-service training on station at the Memphis VA Medical Center, 1030 Jefferson Avenue, Memphis, TN. 38104. Training and Care for the operation will be provided by America Sanitary Products, Inc. SALIENT CHARACTERISTICS- Items peculiar to one manufacturer. This is a portable, powerful solution disinfects quickly, reliable and responsible. Three individually adjustable, articulating arms can be positioned at almost any angle to target the UVC light, enabling improved UVC dosing with reduced energy. Users can position the heads to optimize UVC dosing of surface and equipment. Another advantage of the portable unit is that it can easily be transported from one location to another unlike other UV disinfecting units. This will allow the units to be transported to CBOCs as needed. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within seven calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer. All Service-Disabled Veteran Owned and Veteran Owned Small Businesses must submit a self-certifying statement that their company meets all criteria established IAW 13 CFR 121.406(b)(1)(i) through (b)(1)(iii) thus demonstrating compliance with the Non-Manufacturer Rule.
