Description
NOTICE IF INTENT TO AWARD A SOLE SOURCE AWARD. Under the authority of FAR 6.302-1, the Naval War College�s Stockton Center for the Study of International Law has requirement for a completed Conference on Oceans Law and Policy (COLP) Proceedings each year that is ready to submit for publication to the publisher as well as editing of associated documents and critical reviews of works related to the COLP. Pursuant to FAR 13.106-1(b), the services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the sole source justification provided by the requiring activity there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. The production and editing of the COLP �Conference Proceedings� volume requires intimate knowledge of international maritime law and policy to include boundary disputes, marine environmental protection, fisheries enforcement, the continental shelf, counter-piracy, marine science and climate change, and direct Navy equities in freedom of navigation (FON), naval operations, and strengthening the rule of law in the global commons. In addition to a highly specialized knowledge of international maritime law and policy, the service also requires knowledge of scholarly citation authority, scholars and experts in the field of international maritime law and policy, and the subjects presented during past Conferences on Oceans Law and Policy. The Contractor identified is Professor Myron Nordquist Period of Performance: Date of Award through 30 March 2022 with Two Option Years The NAICS code is 541618 and small business size of $16.5M. A Request for Quote is expected to be released on 16 March 2021 with a response date of 26 March 2021 at 4:00 pm (EST). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition FAC 2021-05 Effective: March 10 2021. Although this is a sole source requirement, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency to joseph.almeida@usnwc.edu no later than 26 March 2021 at 4:00PM (EST).
