- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Cambridge Semantics Incorporated, 1 Beacon St STE 3400, Boston MA, 02108-3116, for Using Semantic Analysis for Network Representation of Large Data Sets for Supply Chain Resilience. Cambridge Semantics Incorporated is uniquely posed to conduct this service. This sole source contract will use tools to map complex data sets for DOD, Army, and USACE technologies and activities designed to increase system resilience. Cambridge Semantics will use Anzo� software for analytical techniques, such as semantic analyses, to address the challenges of mapping large complex data sets for supply chain resilience. Anzo is unique because it contains a framework for enterprise?grade data management. This includes user identity, data security and access control, governance, metadata management, and end?to?end lineage. These measures ensure data under Anzo�s management are always secure, well?governed, and safe. Anzo also integrates with enterprise metadata and governance tools, desktop BI, and analytics tools; existing security measures such as LDAP, Kerberos, and platform?specific data encryption; and existing enterprise data platforms and data sources. Cambridge Semantics will perform these specific tasks and 1) apply Semantic Analysis tools to derive structure of complex data set for supply chain resilience and 2) apply Semantic Analysis tools to analyze changes in structure based on network disruption. According to Market Research conducted, Cambridge Semantics is the only company to manipulate the code of the Anzo� software. Anzo� is proprietary to the Cambridge Semantics. Only Cambridge Semantics can perform these services. This acquisition is being conducted under FAR 13.106-1. There are no set-aside restrictions for this requirement.� The intended procurement will be classified under North American Industry Classification System (NAICS) 541614 with a Small Business Size Standard of $16.5 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar service.� All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
