Description
Notice of Sole Source Intent The Bureau of Reclamation, Columbia-Pacific Northwest Regional Office, Interior Region 9, intends to award a purchase order to the University of California, Davis (UC Davis) for the research and development of a Standard Penetration Test (SPT). Reclamation has found UC Davis to be the only reasonably available source due to their development of the Instrumented Becker System technology which will be used to refine the Standard Penetration Test (SPT). The resulting Purchase Order will be for an eight-month base period and include two (2) additional 12-month option periods; to be exercised at Reclamation�s discretion. Since Reclamation�s initial market research indicates that only one responsible source can fully provide the services that will satisfy the Agency�s requirements, a Determination to Solicit from a Single Source justification is being prepared. Reclamation anticipates award by May 2021; services to begin no later than 1 June 2021. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contract Specialist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by Reclamation. Responses to this notice shall be emailed to Gwen Boyle at gboyle@usbr.gov. All responses must include the vendor�s Unique Entity ID (formerly Dun and Bradstreet Number (DUNS)) and Tax Identification Number (TIN). Vendors must additionally identify themselves as either a small business or any other than small business under North American Industry Classification System (NAICS) Code is 541715, Research and Development in the Physical, Engineering, and Life Science, with a small business size standard of 1,000 employees. Vendors must describe their research and development history in the Standard Penetration Test (SPT) as this is a key requirement during performance. A determination by Reclamation not to compete this proposed action based on the responses to this notice is solely within the discretion of Reclamation. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any vendor interested in conducting business with the Federal Government must be registered and active in the System for Award Management (beta.SAM) prior to submitting a quote. Beta.SAM is a FREE, Federal Government-owned and operated website at https://beta.sam.gov/. All invoices for this procurement must be submitted through the Department of Treasury�s Internet Payment Platform located at www.IPP.gov.
