- The Centers for Disease Control and Prevention intends to award a firm fixed price modification to 200-2017-95101 with Children�s Hospital Corporation �for VaccineFinder.� CDC/USG requires all authorized providers to sign up for VaccineFinder and report inventory of COVID-19 vaccine(s).� The purpose of this contract is two-fold in in supporting the pandemic response: (1) HHS/CDC extracts data feeds from the VaccineFinder to see vaccine inventory levels at each of the providers, and (2) The public facing website (VaccineFinder.org) shows authorized COVID-19 vaccine providers and their vaccine availability to help guide consumers to take the next step to confirm eligibility and/or schedule a vaccine appointment. Boston Children�s Hospital is the only entity with CDC and HHS system requirements and capabilities established today to easily augment an existing system with enrolled authorized vaccine providers to support both priorities listed above. The vaccine inventory levels at the provider sites will complete the end-to-end supply chain visibility required for USG, allowing the USG to monitor inventory levels at the vaccine manufacturers, the central distributor, in transit via package carriers, and at the provider sites.� This complete inventory picture coupled with vaccine uptake data will provide critical supply chain decision support. VaccineFinder is the only system in place that meets these requirements and is the standard source of information that enables consumers to find information about CDC-authorized vaccinating provider locations in a national, centralized, searchable database. CDC, in partnership with Boston Children's Hospital and Castlight Health, launched the public facing VaccineFinder.org website on 2/25/2021 focused on COVID-19 vaccine searches by zip code and vaccine availability. Continued platform improvements to this initial version of the website are necessary to: support consumer accessibility and user experience; improve data quality, visibility and access to vaccine appointments for the public; and support access to seasonal/routine adult and child vaccinations in addition to COVID-19 vaccines. This effort will provide increased access to critical vaccines for eligible members of the public through a national database of approved and enrolled providers in support of the overall National Strategy. This requires infrastructure, reporting, and integration development work, user support, accessibility and scalability enhancements to the public facing platform in order to support the COVID-19 response, with the goal to improve access to critical vaccines for eligible members of the public and maintain a unified platform across the Finder systems to support routine and seasonal vaccines and medications. This requirement is part of the scope of the existing contract number 200-2017-95101 being facilitated by Boston Children�s Hospital.� Deliverables have been refined for option years 3-4 to augment community finders to increase access to medical countermeasures (e.g., antiviral drugs, vaccines) and community level data during a public health response. This includes augmenting MedFinder based on findings from pilot tests conducted to date and enhancing Vaccine Finder to current technical standards to optimize system and use. This also includes augmenting current capability to improve speed, accuracy, ease and feasibility of data transfers from participating entities (improvement in overall capacity, system interface, and syntheses of information outputs) and creating a unified platform to reintroduce routine and seasonal vaccines. Inclusion of this work will result in increased capabilities and provide information to support public health decision making in a public health emergency and increased access to vaccines. Prior to award of the existing contract number 200-2017-95101, we conducted multiple searches online to show that other systems which exist are simply pharmacy locators (allow a user to find the nearest pharmacy). They were found to not have the capability to aggregate, translate, and integrate pharmacy and provider inventory detail as needed for this effort to meet government response needs. Additionally, no existing systems were found to have the capability for aggregating where users can search for locations offering various immunizations https://vaccinefinder.org/. Manufacturers were found to have locator tools specific to only their products, but no comparable tool was found to provide the capabilities that Vaccine Finder offers. The Vaccine Finder tool is maintained by Boston Children�s Hospital Computational Epidemiology Group. The concept of MedFinder builds on the Vaccine Finder technology and system. These technology and system aspects reside within the proprietary system and technology currently being executed under the existing contract with Boston Children�s Hospital Computational Epidemiology Group. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any quotation/response should be emailed to William Brannen at VWL0@cdc.gov by 1:00 P.M.
