- 911 DataPath Pilot Project Solicitation Number: 693JJ921R0000037 Department:� Department of Transportation Agency: �National Highway Traffic Safety Administration (NHTSA) Location: �1200 New Jersey Ave., S.E., Washington, DC 20590 Notice Type: Pre-solicitation Posted Date:� March 12, 2021 Classification Code:� R NAICS Code: �518210, Data Processing, Hosting, and Related Services This is a Pre-Solicitation notice (synopsis) for a procurement in accordance with FAR Part 5.203; to provide notice of the Government's proposed contract action listed herein. Description: � The National Highway Traffic Safety Administration (NHTSA) is an operating administration within the U.S. Department of Transportation. NHTSA�s mission is to save lives, prevent injuries, and reduce traffic-related deaths and economic losses resulting from motor vehicle crashes.� Pursuant to its authority under 23 U.S.C. 401, et. seq the agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel.� Decisions related to NHTSA�s specific investments in programs/products are data driven, and reliant upon the quality of the data that serve as the basis for initiating programs and measuring their effectiveness. NHTSA�s Office of Emergency Medical Services� (OEMS) mission is to reduce death and disability by providing leadership and coordination to the Emergency Medical Services (EMS) community in assessing, planning, developing, and promoting comprehensive, evidence-based emergency medical services and 911 systems.� The National 911 Program (www.911.gov) is housed within OEMS.� A key component of this program is the implementation and operation of a comprehensive 911 system. One of the three primary tasks of the National 911 Program is to coordinate the efforts of organizations at all levels of government, to create consistent 911 policy.� The Public Safety and Homeland Security Bureau of the Federal Communications Commission (FCC) is one of the Program�s key federal partners.� In its final January 2016 report, the Federal Communication Commission�s (FCC�s) Task Force on Optimal PSAP Architecture (TFOPA) identified the need to create a nationally uniform 911 data system.� The 911 data system will contain uniform data elements for all Computer Aided Dispatch (CAD) data; data associated with the operation of local and state 911 systems; and, Extensible Markup Language (XML) schema that enables the collection, analysis and sharing of standardized administrative, operational, financial and CAD data from 911 calls.� In September of 2017, a project was initiated to bring national 911 experts together to create a strategic plan for a nationally uniform 911 data system.� The final deliverable of this project, entitled �911 DataPath: A Strategic Plan for Sharing 911 Data Nationwide,� was produced by a group of public and private 911 stakeholders with input from the 911 community.� The 911 DataPath Strategic Plan describes an ideal future environment where data can be exchanged on a scheduled, ad hoc, or live basis, so decision makers can make more informed and accurate decisions; and contains five strategic goals: 1. Data Uniformity 2. Automated Data Handling 3. Role-Based Information Sharing 4. Sustainable Vital Support Mechanisms 5. Data Savvy 911 Professionals. The first step toward reaching the Data Uniformity goal was taken with a project entitled, �Administrative Data for 911 Decision-Making.�� Again, with extensive input from the public and private sectors of the 911 stakeholder groups as well as input from the 911 community, three deliverables were produced: The 911 Administrative Data Set & Data Dictionary� - a data set and data dictionary that identifies and describes essential elements of information relevant to 911 administrative decision-making. 2. The �911 DataPath Implementation Framework� - a framework describing activities for achieving strategic goals set forth in the document, �911 DataPath: A Strategic Plan for Sharing 911 Data Nationwide,� a notional concept for a 911 data exchange model, and activities for promoting the adoption of the 911 Administrative Data Dictionary. 3. The National Information Exchange Model (NIEM)-conformant Information Exchange Package Document (IEPD) �DataPath_911-IEPD��a package that contains extensible markup language (XML) and JavaScript Object Notation (JSON) exchange schemas for data elements included in the 911 Administrative Data Dictionary. The next step in implementing the 911 DataPath and reaching the goals contained in the 911 DataPath Strategic Plan, is to conduct a pilot test, to determine the benefits, challenges of deploying and operating a system that utilizes the Administrative Data Set. The NHTSA is seeking the services of a contractor who will be responsible for working with the National 911 Program, other federal agencies, and the public and private sectors of the 911 stakeholder community, to conduct a pilot, utilizing the resources completed to date, to configure and deploy the 911 DataPath Administrative Data Set for Decision Making.� The contractor will also be expected to identify and assess the benefits and challenges associated with the deployment and operation of the 911 DataPath Administrative Data Set for Decision Making.� This project will include the following tasks: Written Work Plan for Overall Project Written Pilot Plan Written Pilot Evaluation Plan Execute Pilot and Evaluation of Pilot Written Report of Execution of Pilot Written Report of Evaluation of Pilot Final Written Report of Overall Project Solicitation Information: This acquisition is being offered for full and open competition. The NAICS Code for the anticipated contract is 518210.� Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award.� It is the Government�s intent to award a Cost Plus Fixed Fee (CPFF) type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation.� It is the Offeror�s responsibility to monitor the https://beta.sam.gov/ for the release of the solicitation and amendments (if any).� Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
