Description
NCR-NAMA: WWI MAINTENANCE. All dates and times are approximate. The solicitation will post on or about 04/05/2021. Please reference the attached Pre-Solicitation Notice. The DOI � National Park Service (NPS) � National Capital Area (NCA) has identified the need for a for a contractor to provide preventative maintenance and facility support services for the recently refurbished World War I Memorial located within the NPS - National Mall and Memorial Parks (NAMA) in Washington, DC. The preventative maintenance and facility support services will consist of but not limited to the following types of work: � Electrical Systems, both high and low voltage � Plumbing � Mechanical/Heating, Ventilation and Air Condition (HVAC) � Porcelain Enamel Panel and Bronze Sculpture Conservation � Landscaping/Irrigation System Maintenance and Services � Snow Removal Services � Masonry Cleaning � Water Fountain and Pool Maintenance Services � General Clean Up of litter and debris The Contractor shall furnish all the necessary supervision, management, personnel, material, equipment, services, etc. This requirement will be issued as a Request for Quote (RFQ), under FAR Part 13. The RFQ will result in a single indefinite delivery/indefinite quantity (ID/IQ) contract award. The Government has determined that a single award ID/IQ is our best interest as authorized by FAR 16.504 (c)(ii)(B). The ID/IQ contract will include a one-year base period, and the ability to extend the services for up to six (6) months in accordance with FAR 52.217-8 � Option to Extend Services. The base ID/IQ contract will not be funded. The preventative maintenance portion will be issued through the first Task Order, and any additional work will be issued through separate Task Orders as needed. As this had been determined to a single ID/IQ award, fair opportunity will not be provided nor required at the Task Order Level. The North American Industry Classification System (NAICS) is 561210. The size standard is $41.5 million. This requirement will be set aside exclusively to Small Business concerns as authorized by FAR 19.502-2 (b). The specifications WILL NOT be provided in a paper hard copy format, CD/DVD ROM, or other digital media device and will only be posted on the beta.SAM.gov website some on or after March 19, 2021. The address for downloading this solicitation from the Internet is https://beta.sam.gov Registration and downloading from the Internet is free of charge; however, some specifications may take a considerable amount of time to download. Notification of any changes to this solicitation (amendments) shall be made only on the internet through beta.sam. Therefore, it is the contractor's responsibility to check the Internet site daily for any posted changes to the solicitation. Full solicitation requirements will be posted at time solicitation in posted. There is a pre-quote meeting scheduled for March 29, 2021. Vendors will meet at 900 Ohio Drive SW, Washington D.C 20024. The meeting time will be 10:00 am Eastern Standard Time. NOTE 1: All prospective contractors must be registered in the System for Award Management (SAM) database at http://www.sam/gov/ before award of contract; failure to register in the SAM database will cause your firm to be ineligible for the award and removed from consideration. NOTE 2: As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C. 8102(c)(3)), the offeror certifies, by signing this offer, that biobased products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 2902, subpart B) to be used or delivered in the performance of the contract, other than biobased products that are not purchased by the offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements. NOTE 3: All prospective contractor employees shall be through a background investigation by the U.S. Park Police prior to beginning performance under any awarded contract. NOTE 3: All personnel must be approved through a U.S. Park Police security background check prior to beginning any work.
