- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation (RFQ # D-21-TR-0102) constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses (see attachment DEA Provision and Clause Matrix). The Drug Enforcement Administration, Office of Training (TR) has a requirement for lodging and room rental services. This requirement is for Hotel rooms for participants of Sensitive Investigative Unit (SIU) Basic Course. �The requirement is for 38 Single Rooms X 42 nights. Check-in: Saturday, April 10, 2021 and check-out: Saturday, May 22, 2021. Hotel Requirements: Hotel shall be located within walking distance (0.25 miles) to the Stafford Training Center (STC), 20 Greenspring Drive, Stafford, VA 22554, where the SIU course will be held. Restaurants of various cuisine open for all 3 meals within a 1-mile walking distance. Free meeting room and public-space high speed wireless internet connection. Complimentary wireless internet capability in the sleeping rooms. Free (or included) parking for all workshop attendees (both day-attendees and overnight guests) Discounted or specials for breakfast and lunch in the hotel restaurant venues is appreciated. Shall meet all mandated Federal requirements, including but not limited to the Hotel and Motel Fire Safety Act of 1990. https://www.usfa.fema.gov/prevention/outreach/hotel_motel.html Hotel shall be centrally located, surrounded by restaurants, urgent care facilities, gas stations, retail, etc. and all walkable. Due to COVID 19, the SIU students are required to be away from the DEA Training Academy and placing our attendees in a hotel close to the STC puts them a safe walking distance away from all amenities limiting the need to be cramped into vehicles for transportation. This is helpful as all meals are being held off campus due to COVID 19. All other hotels while still relatively close, are definitely not safe walking distance from any of the amenities mentioned. In fact, Route 1 is major roadway with little or no walkways for safe foot traffic. Sleeping Room � to be billed for actual room use at the end of the period of performance (PoP). Training to provide by name roster of Participants to Hotel 20 calendar days prior to start of PoP. If no hotels have availability or if no hotels can meet all the requirements as stated above, other hotels outside of this radius will be considered. The Period of Performance for this requirement is April 10, 2021 � May 22, 2021. The Government will award a firm fixed price purchase order based on lowest price technically acceptable (LPTA). Consistent with the LPTA method, the lowest priced quote will be evaluated first; if not found Technically Acceptable, the next lowest priced quote will be evaluated, and so on until an Acceptable quote is identified. Higher priced quotes will not be evaluated. This RFQ is Full and Open Competition. The associated NAICS code is 721110, Hotels, except Casinos and Motels, with a business size standard of $32.5 Million. Additionally, each Offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, DUNS Number and CAGE CODE Number of the Offeror, and; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 3:00 P.M. Eastern on 16 March, 2021; any award resulting from this RFQ will be made based on the lowest price technically acceptable. Quotes must be submitted electronically via e-mail to Contract Specialist, Robert Radke at Robert.J.Radke@usdoj.gov. Interested offerors must be registered and current in the System for Award Management (SAM) database to be considered for award.
