- 1.� Introduction/Purpose The purpose of this announcement is to identify companies/firms/small businesses or other entities which have the established and minimum capabilities to provide the Very High Frequency (VHF) Maintenance Communications Transceivers (MCTs) required by the Federal Aviation Administration (FAA). The FAA has a requirement for VHF MCTs in both a handheld and mobile configuration.� Included in this acquisition will also be transceiver accessories such as microphones, speakers, antennas, battery chargers, spare replacement parts, and other related accessories.���� The primary objective of the MCT is to provide FAA Technical Operations System Support Specialists the ability to communicate via analog voice communications with Air Traffic Controllers, Flight Check Aircraft and other personnel.� The MCT will be replacing the current generation of MCT operated Double Side Band � Amplitude Modulation (DSB-AM) mode transceivers that only operate in the 25 kHz DSB-AM mode. �The FAA is currently considering acquiring approximately 2,000 to 4,000 of these MCTs, which includes both the handheld and mobile configurations.� The FAA also plans to purchase smaller quantities of MCT accessories such as adapters, microphones, replacement parts, etc. under the same contract. This survey also includes a draft Product Description (PD), along with a draft Statement of Work (SOW), and a draft procurement schedule. The purpose of providing these documents is to convey the FAA�s current requirements and to solicit questions, statements of interest, and capabilities from businesses interested in and capable of providing the required MCT radios. The FAA�s preference is to have one contract with a single vendor that can support both handheld and mobile requirement. High Level MCT Technical Characteristics: The MCTs must operate in both the 25 kHz DSB-AM and 8.33 kHz DSB-AM modes in the frequency range of 118 MHZ-136.99166 MHz. The FAA is also interested in exploring handheld and mobile reception capabilities for the following modes VHF Omni-Directional Range (VOR) signals in the 108 � 117.975 MHz band Instrument Landing System (ILS) Localizer signals in the 108 � 117.975 MHz band Instrument Landing System (ILS) Glideslope signals in the 329.150 � 335.000 MHz band National Oceanic and Atmospheric Association (NOAA) Weather signals in the 161.650 � 163.275 MHz band Global Positioning System (GPS) The MCTs must be provided in a handheld configuration for technicians to carry and a mobile configuration for vehicle mounting and/or collocated with other facilities.� The handheld configuration and mobile configuration may be from the same manufacturer or from different manufacturers. The MCT must allow for continuous operation and charging of the batteries when its power supply is plugged into either 120 VAC power source or a 12 VDC power source.�� It is preferred that the weight of the handheld MCT not exceed more than 1.5 pounds with batteries.� The FAA requires vendor-paid shipping (F.O.B. Destination) of MCT units to the FAA Logistics Center in Oklahoma. The FAA plans for this procurement to include a three-year base period and two one-year option periods, for a total potential period of performance of five years. 2.� Nature of Market Survey Responses to this market survey will be used to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB/8(a)/SDVOSB), Small Businesses, or if a full and open competition is required. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. �3.� Objectives for this Market Survey The responses to this Market Survey will be used for informational and planning purposes only and will not be released. This is a Market Survey. This is not a Screening Information Request (SIR) or Request for Proposals (RFP) of any kind; The FAA is not seeking or accepting unsolicited proposals; All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking; The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents; Providing a response to this Market Survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any; The FAA may determine not to respond to one or any comments, questions, or other feedback received from interested parties. All information received will become the property of the FAA unless otherwise marked. Respondent participation in any informational session is not a promise of future business with the FAA; The FAA will not pay for any information received or costs incurred�in preparing the response to the market survey; and Any costs associated with the market survey submittal are solely at the interested vendor�s expense. The FAA intends to review all responses received to gain additional understanding of Industry�s knowledge and comprehension of the draft PD, SOW, and procurement schedule. 4. North American Industry Classification System (NAICS) Code The FAA has tentatively identified North American Industry Classification Systems (NAICS) Code 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing as applicable to this procurement. The size standard for this NAICS code is 1,250 employees.� Respondents may recommend other appropriate NAICS codes for FAA consideration. 5.� Submittal Requirements for Market Survey Interested vendors are requested to respond if they have a commercial-off-the-shelf/non-development item (COTS/NDI) product that meets the requirements noted above.� Responses to this Market Survey must include the following information: Response to all questions/items below. In response to the nine questions below in this section A, please provide in Microsoft Word or PDF format and in Times New Roman 12 point font. Do not exceed four pages in length, excluding any warranty or technical support documentation in response to question 5. Provide the name and address of your company, URL of company website (if applicable), and point of contact with telephone number and email address. Is your company registered in the System for Award Management (SAM) per AMS clause 3.3.1-33? If not, when does your company intend to register? If registered, please state your company�s Cage Code. Is your company represented as a small business in www.SAM.gov for NAICS code 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing? If so, state the type of small business (e.g. small business, service-disabled veteran-owned small business, HUBZone small business, 8(a), women-owned small business, etc.) Does your company have any U.S. Government Wide Agency Contracts or similar purchasing vehicles through which the FAA may access your company�s products? If so, please provide a link to online price schedules, if applicable, and the relevant Contracting Officer�s contact information. Also, please provide the contract period of performance.� Are you an OEM (Original Equipment Manufacturer) or a distributor of subject product line? What is the warranty associated with these products (i.e., scope, length, etc.)? Please provide warranty plan details and associated costs of any extended warranty.� Provide any technical support included with the MCT product purchase, to include hours of operation, and any optional 24hr tech support subscription services, if available. Are any of your company�s relevant products scheduled for �end of life� or �end of support�? If so, please identify the projected �end of life/support� date for each of these products. Describe how repairs/replacements would be handled for the MCT equipment and accessories requiring service or replacement. If FAA awards a three-year contract, how would you ensure enough equipment is available for the entire period of performance? For FAA to have an accurate understanding of the market, please address whether the products/solutions that your company would offer for these requirements meet the Buy American Act provisions or one of the exceptions per AMS Guidance T3.6.4, A.2 Buy American Act � Supplies. If an exception would apply, please advise which one. Please provide a list of items that is included with each handheld and mobile unit. � Product details for each MCT (portable and mobile), including: Manufacturer name, model number, and all specifications Available accessories Rough Order of Magnitude (ROM) pricing for each product and accessory; pricing should include shipping paid by vendor to Oklahoma City, Oklahoma. Pricing for any optional services such as extended warranties or add-on technical support services.� Please also describe any pricing approach such as quantity discounts or any other considerations you think the FAA should consider.
