- THIS IS NOT A SOLICITATION. This is a Sources Sought Notice only and is issued to conduct market research and gain knowledge of current market capabilities. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or a guarantee to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this notice does not preclude participation in any future solicitation, if issued. This announcement is based on the best information available at this time and is subject to future amendment. The Department of Veterans Affairs, Network Contracting Office 4, is conducting a market survey to identify potential sources to assist Veterans Integrated Service Network 04 staff in the performance of digital rounding, as described below: TENTATIVE DESCRIPTION OF INTENT General Intent: Purposeful rounding is a structured means of promoting patient centered communication in a health care setting to ensure the best outcomes. It is the practice of nurses and unlicensed assistive personal making scheduled visits to the rooms of hospital patients and performing specific nursing interventions every hour. Rounding ensures the following actions take place every hour: pain, potty, positioning, and personal items. Benefits of hourly rounding are reducing patient falls, reduce skin breakdown, improve patient perceptions of care, and give nurses more control of their time by being proactive rather than reactive. The purpose of this project would be to provide employees and supervisors with a tool that would provide real time data to verify that purposeful rounding is being completed, and veterans needs are being addressed. This tool would replace the current paper and check box rounding system. Characteristics of potential device: Reusable wrist band for Veteran (transmitter) to wear. Needs to be water resistant and latex free. Receiving device (ie a tablet device) for RN, LPN, or aide that allows employee to complete rounding without disturbing the veteran. Receiving devise must be able to pick up at least 3 feet from the transmitter. Veteran s wrist band must be given a unique identifier. System should be user friendly. Capabilities: Receiving device should include standardized language for employee to document the veteran s current state on rounds. Time stamp information reflecting rounding has occurred. It documents only that a specific individual was in proximity of the wristband at a specific date and time. Able to pick up proximity signal from veteran so as to not disturb if they are in the chapel, dining hall, outside or at a group activity. Easily stored data that can be extrapolated to verify rounding has been done appropriately and timely. RFID or similar technology to be able to locate veterans and prevent elopement. Technology Considerations: Solutions must be sensitive to patient privacy concerns and HIPAA regulations. Information must remain behind the VHA firewall. Capabilities Statement and Documentation: Companies are invited to provide their capabilities, experience, knowledge, and solutions pertinent to the proposed digital rounding program. Respondents may suggest more appropriate NAICS for the proposed digital rounding tool. 3. Based on market response, the following clauses may be included in a resulting solicitation, should one be issued: VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside VAAR 852.219-11, VA Notice of Total Veteran-Owned Small Business Set-Aside FAR 52.219-6, Notice of Total Small Business Set-Aside Accordingly, prospective contractors will be required at time of solicitation response to certify to the applicable limitation on subcontracting requirements in 13 CFR 125.6, with reference to the appropriate set-aside. Please include in the response to this sources sought notice your ability or inability to certify to the clause applicable to your organization. 4.
