Subject: SPECIAL NOTICE - REQUEST FOR INFORMATION (RFI)� Activity Title: USAID/Indonesia Collaborative Fisheries Management or Bersama Kelola Perikanan (Ber-IKAN) RFI Number:72049721RFI000001 Amendment 001 Issuance Date: March 12, 2021� Response Due Date and Time: March 26, 2021 at 16:00 Jakarta Time� Response Email Address: proposals-indo@usaid.gov Dear Interested Parties: This is a Request for Information (RFI). USAID/Indonesia is not seeking technical or cost applications/proposals at this time. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are voluntary and USAID will not pay respondents for any information provided in response to this RFI. If a future solicitation is issued, it will be announced on the website�beta.sam.gov. This RFI intends to obtain industry feedback related to the enclosed draft Statement of Objective (SOO) and situation model for the new USAID/Indonesia Collaborative Fisheries Management or Bersama Kelola Perikanan (Ber-IKAN) activity. USAID may revise the solicitation based on feedback received, but it is not obligated to do so. This RFI is open for comments from any interested U.S. and non-U.S. organizations. Responses should be sent using the cover page as Attachment No. 2 to this RFI. USAID values concise, issue-specific responses. Please ensure submitted comments make specific reference to page and section numbers. Responses should be no more than 5 (five) pages in length (not including the cover page/Attachment 2). Responses to the RFI must be written in English, shall use only 8 �� x 11� paper, single spaced, Arial 11pt font or 12pt Times New Roman font. Number each page consecutively. It is the potential offeror�s responsibility to monitor this site for the release of any solicitation or synopsis. It should be noted that responding to this RFI will not give any advantage to any firm or organization in the subsequent procurement. Responses will be held confidential. Proprietary information should not be sent. Standard Clause: FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18 Bid and Proposal Costs, of the Federal Acquisition Regulation. Sincerely Nathan Olah Contracting/Agreement Officer USAID/Indonesia Attachment: Attachment 1 Section J.1 Statement of Objectives� Attachment 2 Response Form SPECIAL NOTICE: Notice of Information USAID/Indonesia: New Marine and Fisheries Program Reference Number: USAID/Indonesia - *New Marine and Fisheries Program* Release Date: January 15, 2021 The United States Agency for International Development Mission to Indonesia (USAID/Indonesia) is currently designing a new marine and fisheries program that aims to reduce threats to Indonesia�s rich marine biodiversity, including from Illegal, Unregulated, and Unreported fishing. USAID/Indonesia is circulating this Notice of Information to provide information to the public interested in USAID�s support for the new program. On October 8, 2020, USAID/Indonesia released a request for information (RFI) to solicit public feedback on the draft concept of the new program and its situation model. To further develop the concept and to share the RFI feedback received, the USAID/Indonesia and the Ministry of Marine Affairs and Fisheries (MMAF) held a virtual co-creation workshop held on November 5, 2020. In the workshop USAID and MMAF solicited stakeholder input and feedback on strategic interventions to address threats and drivers related to sustainable fisheries management and marine conservation, as summarized in the Appendix 1. The workshop was attended by more than 60 representatives from government institutions, non-governmental organizations, the private sector, universities, and development partners. This Notice of Information is not a Request for Proposals, a Request for Quotations, a Request for Information, an Invitation for Bids, a Solicitation, or an indication that USAID/Indonesia will contract for the items described therein. This Notice of Information is an attempt to share information broadly and will be treated as information only. In accordance with FAR 15.201(e), responses to this Notice of Information are not offers and cannot be accepted by the Government to form a binding contract. If a solicitation is issued, it will be announced at https://beta.sam.gov/ at a later date, and all interested parties must respond to that announcement separately from any response to this announcement.
