Description
This is a market survey to locate sources of supply (manufacturers or suppliers) for AN/APR-39C (V) Radar Detecting Set listed by National Stock Number (NSN), procurement hardware and services by NSN, Nomenclature, and Part Number below: Nomenclature: AN/APR-39C (V) RADAR DETECTING SET NSN: 5998-01-543-6979 Nomenclature: C Processor Part Number: 001-008683-0001 NSN: 5998-01-550-7630 Nomenclature: Multiplexer CCA Part Number: 150-038183-0001 NSN: 5998-01-550-6653 Nomenclature: Input/Output CCA Part Number: 150-038181-0001 NSN: 5998-01-550-8505 Nomenclature: Signal Processing Unit CCA Part Number: 150-038182-0001 The AN/APR-39 is a Radar Warning Receiver (RWR) that detects, identifies, and provides relative location of threat electronic signals. The AN/APR-39 also acts as the display for the missile and laser warning systems, and as the countermeasures dispenser on most aircraft in which it is installed. The AN/APR-39 provides situation awareness to the aircrew when the system identifies pulsed radio frequency signals from a potential radar aided threat weapon system. RWR systems detect the emissions of radar systems in the radio frequency (RF) environment and provides relative bearing and threat type to aircrew via audio and visual cueing. The RWRs function is to warn when a radar signal is a threat and potentially a threat. The AN/APR-39 is the most widely installed Radar Warning Receiver (RWR) in the DoD with over 4,000 systems integrated on Army, Navy, and Air Force rotary-wing and transport aircraft. The weapon system is currently in operation and sustainment with an original fielding date of the early 1980s. The current source of supply is Northrop Grumman Corporation Electronic Systems, Land & Self Protection Systems Division, 600 Hicks Road, Rolling Meadows, IL 60008. The supplier must demonstrate that they can supply the Army with units that will be physically and functionally interchangeable with the units currently used with the AN/APR-39C (V) Radar Detecting Set System. Suppliers may find obsolescence issues with certain items, in which case they should address their mitigation plan to resolve such a problem. Potential suppliers may be required to warrant that these items supplied will satisfactorily perform when used for the purpose intended by the Army. The Radar Data Processor and components are export controlled/sensitive items. Interested Sources should possess the following test equipment in working condition, Radar Signal Simulator Set (SM-674A/UPM) and Test Adapter (MX-9848A), to conduct the Acceptance Test Procedure (ATP). The ATP number 094-014970, AN/APR-39C(V)1 Radar Data and Kit Acceptance Test Procedure will be used. Government owns the complete Technical Data Package (TDP) for manufacture and acceptance of this item. The Technical Data Package, which include top level drawings, the associated parts list, component level drawings, test requirements for manufacture and acceptance of this item will be released with the solicitation. This information shall not be provided to non-U.S. persons or transferred by any means to any location outside the United States Department of State. Interested sources that are capable of manufacturing or supplying any of the items list above must submit enough information to demonstrate their capability to manufacture or supply these items. At a minimum, information submitted should include but is not limited to the following types of documentation: A detail description of your capability of manufacturing or supplying these items. The information received from this market survey will be evaluated by the Government for the purpose of planning to determine if responsible sources exist. The Government will also use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this SSA or reimburse interested sources or responders to this notice for any information received and any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal and is not to be construed as a commitment by the Government, but will be considered an exchange of capabilities and ideas. All SSA responses should be emailed to the Defense Logistics Agency (DLA) Buyer Points of Contact at the email addresses listed below. No phone inquiries will be accepted, either as a response to this action or for information requests. All requests for information must be submitted via email to the Defense Logistics Agency (DLA) Points of Contact. Defense Logistics Agency (DLA) Buyer POC: Matthew Crouch matthew.crouch@dla.mil Responses to this notice should be submitted no later than COB by noon March 22, 2021.
