The responses to this Sources Sought will be utilized to determine if any competitive opportunities exist for the requirement described herein.� All submissions will be considered.� In addition, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. A Pre-solicitation Notice with regards to this requirement will be released on the SAM.gov website.� It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION The Naval Air Warfare Center - Aircraft Division at Patuxent River, MD announces its intention to issue, a contract for Guardian Ground Based Detect and Avoid System (GBDAA) for Unmanned Aerial Systems (UAS) operations.� The anticipated award date will be in approximately 4 to 5 weeks.� This requirement is to provide mission specific GBDAA computers to the Atlantic Test Ranges (ATR) in support of unmanned aircraft platforms and serves as a safety of flight critical system. As a safety critical system, development is required on and for safety, certified hardware must be safety certified with a custom designed Board Support Package (BSP) that meets only pre-tested Guardian specific mission requirements, on a robust hardware suite; which meets the DO-178C and MIL-STD-882E requirements, as well as customer, operational and system requirements in order to meet needed capabilities while maintaining system safety integrity. These systems will be used to enhance aircraft test situational awareness and alleviate much of the visual observer and manned aircraft chase for flights in and between the Naval Air Station, Patuxent River restricted airspace.� The Guardian program is currently using Mercury model: ROCK-2A000819R chassis to support this requirement and we need to purchase the same equipment already in use to ensure computability, and since it is the only tested and verified product that meets our stringent and specific requirement set. Any offeror will have to coordinate with Mercury systems to have these computer Chassis built to specification, as they are not commercial off the shelf items. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL.� It is a market research tool being used to determine potential sources capable of providing the support described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ELIGIBILITY The PSC for this requirement is 7B20; the NAICS is 334111 with a size standard of 1,250 employees. All interested businesses are encouraged to respond.� Specifically, the Government is evaluating the possibility of establishing this requirement as a competitive procurement.� ANTICIPATED DELIVERY The required delivery shall not exceed 150 days after the receipt of the order (ARO). �ANTICIPATED CONTRACT TYPE This will be a Firm Fixed Price (FFP) contract action. REQUIREMENTS See attached SOW.� SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to provide the hardware (Mercury Model: ROCK-2A000819R chassis) required by the Guardian program.� This documentation must address, at a minimum, the following:� 1. Title of the Requirement you are responding to; 2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; 3. Documented proof of written agreement to serve as an authorized resale agent of the Mercury ROCK-2A000819R Chassis. 4. Company�s ability to deliver the required products within the required delivery date.� The capability statement package shall be sent by email to Shannon Canada at shannon.canada@navy.mil.
