- SOURCES SOUGHT SYNOPSIS W912HY21S0014 U.S. Department of Agriculture Rearing, Eclosion and Release Facility Moore Air Base, Edinburg, Texas FY22 USDA Fruit Fly Rearing and Release Facility This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The U.S. Army Corps of Engineers (USACE), Galveston District has been tasked to solicit for and award a project to construct a new Rearing, Eclosion and Release Facility (RERF) at Edinburg, Texas. The construction portion, of this Design-Bid-Build (DBB) project, will result in a competitive, unrestricted opportunity for a single firm-fixed price contract. The government intends to issue a solicitation and use subsequent market research results and analysis to determine the procurement method. A potential decision will depend on capabilities described in synopsis responses. The synopsis purpose is to gain knowledge of interest, and capabilities and qualifications of various members of industry, to include the Small and Large Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service- Disabled Veteran-Owned Small Business (SDVOSB), and Woman-Owned Small Business. The Government must ensure adequate competition exists among the potential pool of responsible contractors. Small Business Joint Ventures, Section 8(a), HUBZone, SDVOSB and Woman-Owned businesses are highly encouraged to participate. Synopsis: The Mexican Fruit Fly (Mexfly) Rearing, Eclosion and Release Facility (FFRRF) will support the U.S. Department of Agriculture (USDA) Preventive Release Program with the goal of releasing 200 million sterile male Mexflies per week. The project is an essential component in the USDA quality-controlled process of maintaining the Mexfly population by facilitating the rearing, irradiation and eclosion procedures. The production operation consists of four distinct operational areas: Rearing, Irradiation, Eclosion and Administration. This project is located on the Moore Air Base campus in Edinburg, Texas on approximately 17 acres immediately west of the existing facility, water treatment plant and acid-dilution building. The overall construction portion, of this DBB project, consists of two separate phases (i.e., Phase 1 and Phase 2) that are designed to build two separate buildings � one building in Phase 1 and another building in Phase 2. Both buildings will be one-story structures and eventually collectively become a complete Rearing, Eclosion, and Release Facility (RERF). The new Phase 1 building will be used for Rearing, Irradiation and Administration functions whereas the Phase 2 building will be used for Eclosion and Release functions. Automated industrial processing equipment is intended to be added to Phase 1 of the FFRRF to achieve the target output of 400 million sterile fruit flies in a single 8-hour shift. NO SITE VISIT IS AVAILABLE WITH THIS SOURCES SOUGHT! THIS SOURCES SOUGHT ANNOUNCEMENT SOLELY FOCUSES ON PHASE 1. Phase 1 Base: Phase 1 Facility (for Rearing, Irradiation and Administration functions): �92,725 ��SF. Industrial Process Automation Systems (Automation Equipment to replace Manual Processes) Two (2) Runway Aircraft Staging Canopy structures at the North end of the runway (12x12 SF Each): �288 SF. Building pad (in preparation for the Phase 2 building � for Eclosion and Release functions): �3,333 SY A service road on the south side of the Phase 1 building that will be connected to the existing roadway: �4,800 SY (of concrete). All site work will include applicable utilities, grading and parking. The proposed construction magnitude is between $25,000,000.00 and $100,000,000.00 in accordance with DFARS 236-205(ii). Estimated project duration is 660 calendar days. This procurement�s North American Industry Classification System code is 236210 and has a small business size standard of $39.5 Million. The Product Service Code (PSC) is Y1EC, Construction of Production buildings. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. A Large Business firm is ultimately selected for this announcement, they must also comply with the FAR 52.219-9 clause regarding the requirement for an approved subcontracting plan. Should the acquisition be set-aside for the 8(a) program, 8(a) firms, Alaskan Native Companies (ANC) are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by the Small Business Administration. Prior Government contract work is not required for submitting a response under this Sources Sought announcement. However, all construction performance must comply the USACE Safety and Health Requirements Manual, (EM 385 1-1), and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations. Anticipated solicitation issuance date is on or about 09 November 2021, and the estimated proposal due date will be on or about 30 calendar days from the date of issuance. Firm�s response to this Sources Sought announcement shall be limited to five (5) pages and shall include the following information: Firm's name, address, DUNS Number and Cage Code. Firm�s Point of contact name, phone number and e-mail address. Firm's interest in submitting a proposal on the subject solicitation when it is issued. Firm's capability to perform a contract of this magnitude and complexity, including the firm's capability to execute construction comparable work performed within the past five (5) years. Incorporate a brief description of the project, customer's name, timeline of performance, customer satisfaction and dollar value of the project � provide at least three examples. Firm's Size: Large, small business category and business size, (Small Business, HUB Zone, Service-Disabled Veteran-Owned Small Business, Woman-Owned Small Business or 8(a)). Firm's Joint Venture information if applicable � existing and potential. Firm's Bonding Capability (bonding level per contract and aggregate bonding level, both expressed in dollars, via letter from the bonding company).
