- Description
- Description: Provide all management, tools, equipment, supplies, and labor necessary to provide expert instruction in all aspects of a full mission profile (FMP) course.� This training shall include current tactics, techniques, and procedures by subject matter experts (SME)/instruction, materials, facilities and miscellaneous support. Specification/Qualification Requirements: Instructor Requirements (MINIMUM OF SIX INSTRUCTOR RESUMES SHALL BE PROVIDED IN THE CAPABILITY STATEMENT) All instructors shall have served a minimum of 5 years in a JSOC organization during GWOT as an operator.� Special Tactics operational Tactics, Techniques, and Procedures (TTPs) are dynamic in nature, and training must continuously evolve and be refined in order to stay current with the battlefield threat level and terrain. This level of experience ensures that the contractor is capable of providing a fluid curriculum which is responsive to emergent requirements. All instructors shall have a minimum of 5-years leading and instructing SOF operators requirements in order to ensure relatable experience examples, terms, and training style. The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities for each student. CQB instructors shall be able to assess, develop, refine and enhance basic performance levels of mechanical breaching, rifle/pistol marksmanship, and CQB to ensure demonstrated abilities of attending personnel are capable of progressing to the performance base applications of the skills for this requirement. AMT instructor(s) shall be able to assess, develop, refine and enhance basic performance levels of AMT utilizing high fidelity mannequins and live role players to ensure demonstrated abilities of attending personnel are capable of progressing to the performance base applications of the skills for this requirement. Partner Force instructors shall be able to assess, develop, refine and enhance basic performance levels of� Partner Force integration within a Special Tactics Team with emphasis on Air to Ground Integration to ensure demonstrated abilities of attending personnel are capable of progressing to the performance base applications of the skills for this requirement Mission Planning instructors shall be able to assess, develop, refine and enhance basic performance levels of hasty and deliberate mission planning to ensure demonstrated abilities of attending personnel are capable of progressing to the performance base applications of the skills for this requirement The instructors must be able to provide necessary documents as credentials ie career brief, job history, orders, or retirement summary. All Instructors proposed for this effort shall be considered Subject Matter Experts (SME). SME's are certain experienced professional and/or technical personnel that are essential for successful accomplishment of the work to be performed in support of this requirement. If any of the proposed personnel become unavailable for performance prior to or during performance of this requirement, the contractor shall promptly notify the contracting officer within 24 hours. The resume(s) of the replacement personnel shall be submitted to the Contracting Officer for review and approval within 48 hours of notification that contracted personnel are unavailable. Notification of approval or disapproval will sent to the contractor within 48 hours after receipt of the resume(s). The Government will list the Key Personnel in the resulting contract through a contract modification. The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities and feedback/progress reports for each student. The course shall not be in the lecture format. A �learn by doing� approach shall be used in conjunction with an advanced learning philosophy, repetition, varying degrees of stressors and all practical learning environments. Role Players: The contractor shall provide at least 10 Role Players for a minimum of two (2) days who can support a variety of roles to include opposition forces, patients and Partner Force Facilities Requirements (FACILITY INFORMATION AND TEAMING ARRANGEMENT (IF APPLICABLE) SHALL BE PROVDED IN CAPABILITY STATEMENT) The awarded contractor�s training locations shall be located within the Continental United States, be within 3 hours driving distance of Hurlburt Field, and possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training and logistical requirements of this PWS: The contractor�s chosen location shall possess restrooms and classrooms on site and must have available lodging options for personnel within 20 miles range of the location. The contractor�s chosen location shall possess a consolidated area for pre-mission gear preparation, gear storage, and mission planning. The contractor�s chosen location shall possess food and drink establishments to purchase daily meals and food and drink for field operations within 20 miles of the location. The contractor�s chosen location shall possess nearby DoD Compliant Arms, Ammunition Storage Rooms, Magazines and Bunkers IAW the DoD 5100.76-M (Physical Security Manual). Gear used will include military sensitive items, military weapons, and military grade explosives. The contractor shall be able to facilitate course of instruction for up to 36 operators. The contractor facility shall have a compound with standalone, 360o fully ballistic to 5.56mm, interior and exterior explosive (diversionary devices), and mechanical breaching capable shoot house. Shoot house(s) shall possess overhead catwalks for evaluative and observation purposes and be quickly reconfigurable to change house layouts in support of rapid house re-configuration cycles to minimize down time. House(s) shall possess multiple exterior and interior mechanical breaching points. Training at private, commercial, State or local facilities that have been specifically developed, established, or operated for the purpose of training, such as that which will occur during the proposed training event. Contractor should have COVID-19 preventative measures in place Contractor Materials Requirement The contractor shall provide: All target materials to include paper re-faces, specialty target arrays/systems, barriers/blockades to move around and inside. The contractor shall provide all weapons, ammunition, supplies and materials to be used by instructors and OPFOR during training. Replacement doors, hardware, and any associated materials for shoot house re-configuration cycles Contractor shall provide all vetted role players to perform scripted support to exercises and scenarios during the tactics oriented blocks of instruction. Contractor will provide dedicated backside support for shoot house re-configuration cycles, including re-facing targets, re-hanging doors, and associated tasks.
