Description
Full and Open Competition Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) IDIQ Maximum Value: $500,000,000 IDIQ Minimum Value: $1,000 Task Orders: Cost Reimbursement, Cost Sharing, or Firm Fixed Price. An IDIQ contract type was determined to be the best contract vehicle for this requirement because the Government cannot predetermine, above a specified minimum, the precise quantities of services that the Government will require during the contract period, and it is inadvisable for the Government to commit itself for more than a minimum quantity. The IDIQ contract type allows the Government the flexibility to issue task orders to address the changing cancer collection landscape as challenges or opportunities arise. Task Orders will be used to procure a wide variety of in-scope services. The types of task orders issued may include Fixed Price, Cost Sharing, or Cost Reimbursement. Cost Reimbursement and Cost sharing orders will be issued only when the complexity of the requirement and uncertain nature of the work makes it impractical to establish a Fixed-Price order. Sufficient safeguards are included in the base contract and task orders to ensure that costs are allowable, allocable, and fair and reasonable. The contractors accounting system was reviewed and determined adequate for documenting costs applicable to performance. Government personnel with the required training and expertise are assigned to the contract providing necessary resources to monitor performance, assuring the use of efficient methods and effective cost controls.
