- � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � SOURCES SOUGHT NOTICE FOR United States Army Combined Arms Center (CAC) Support Services�for the Training and Doctrine Command (TRADOC) and Fort Leavenworth (USACACFL) INTRODUCTION The Mission and Installation Command (MICC) � Fort Eustis is issuing this sources sought notice (SSN) as a means of conducting market research to identify potential qualified small business firms having an interest in, and the resources to support, the requirement for the U.S. Army Training and Doctrine Command (TRADOC), United States Army Combined Arms Center and Fort Leavenworth (USACACFL), Kansas.� The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition.� Multiple awards may be made.� All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. PROGRAM BACKGROUND� The USACACFL, Kansas' mission is to provide the TRADOC with long-range training concepts and strategies, doctrine, training development and support products for USACACFL. USACACFL's function in this area is to serve as the user representative in the development of training methodologies, products, concepts, doctrine, organizational and materiel requirements for each functional area. The USACACFL accomplishes this mission through the full spectrum of training, education and scientific research services; through exploitation of existing and emerging technologies; studies and analyses; experiments; exercises; training and doctrine development, and supplemental /supporting tasks. The USACACFL requires contractor knowledge, expertise and services to support Department of the Army (DA) and Department of Defense (DoD) Agencies initiatives for the USACACFL development, assessment, analysis, staffing, integration and documenting concepts, doctrine development, organization requirements, materiel requirements and production of training, education and doctrine products. This requirement also includes contractor knowledge, expertise and services to support USACACFL with its focus on training and education support by leveraging technologies, battlefield digitization, developing issues, seeking solutions, demonstrating alternatives and coordinating projects. This includes products for units, institutions and individuals. The USACACFL requires various support services as outlined by the Functional Areas specified in the draft�PWS (Attachment 1) for the follow on contracts to the current Multiple Award Indefinite Delivery/Indefinite Quantity Task Order contracts at Fort Leavenworth, KS. REQUIRED CAPABILITIES The Contractor shall provide services in support of the areas specified in the Program Background (above). Further detail is provided in the draft PWS�attached to this announcement (Attachment 1). Please note that much of the anticipated work will require performance at the Government�s facility at Ft. Leavenworth, KS. It is imperative that businesses responding to this sources sought announcement articulate their capabilities clearly and adequately regarding each functional area listed. Industry input is also requested on the DRAFT PWS�that is attached. Questions and/or feedback related to the PWS must be submitted as a separate document. SPECIAL REQUIREMENTS Personnel and Facility Security Clearances. Contractor personnel may require specific security clearances depending on the required support. Clearances are detailed in the PWS.� A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a SECRET Facility Clearance. ELIGIBILITY The applicable NAICS code for this requirement is 541690 with a Small Business Size Standard of $16.5 million. The Product Service Code is R408. SUBMISSION DETAILS Interested businesses should submit a brief capabilities response (no more than ten (10) pages�(size�8.5 x 11 inch pages), font no smaller than 10 point) demonstrating ability to provide the services�listed in the draft PWS. Documentation may be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any questions/comments, shall be electronically submitted in either Microsoft Word or Portable Document Format (PDF), via email no later than 10 am EDT April 8, 2021. If your organization has the potential capacity to provide the required services, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, Web site address, telephone number, and type of ownership for the organization, and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff ability.� If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate of proprietary will be fully protected from any release outside the Government. This documentation must address at a minimum the following items:� 1. Provide at least one (1) project/contract example, performed within the last 3 years, which demonstrates your ability to manage a Multiple Award IDIQ contract with up to 6 task order proposals due per month. Demonstrate your ability to manage multiple active task orders simultaneously with new task order proposal submissions. 2. Describe your plan to provide the requisite expertise across the breadth of the functional areas defined in the PWS. 3. If significant subcontracting or teaming is anticipated describe the administrative and management structure of such arrangements. 4.� Does your firm currently hold a SECRET Facility Clearance? If not, explain your status of obtaining a SECRET Facility Clearance or how you�intend to obtain a SECRET Facility Clearance. 5.� What type of work has your company performed within the last 3 years in support of the same or similar requirements?� Provide examples that reflect your company�s capabilities in at least three (3) of the Functional Areas outlined in the PWS and specify whether support has been provided as a prime contractor or subcontractor. The estimated ordering period is 5-years commencing on November 15, 2022. Specifics regarding ordering period will be provided in the solicitation. The contract type is anticipated to be Multiple Award Indefinite Quantity/Indefinite Delivery contracts with firm-fixed-price Task Orders. Upon assessment of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal.
