Description
The National Aeronautics and Space Administration (NASA) / George C. Marshall Space Flight Center (MSFC) has a requirement for an increase in the indefinite-delivery, indefinite-quantity (IDIQ) ordering value of NASA/MSFC contract number 80MSFC18D0003 with CH2M Hill, Inc. (CH2M) in support of additional architect-engineer (A-E) environmental engineering services required at the Santa Susana Field Laboratory (SSFL) located in Ventura County, California. For over fifty years, SSFL was utilized for the development, test, and validation of various rocket engines and rocket engine components.� During its history, fuels and solvents used to test and maintain both the rocket engine test propulsion systems and SSFL's testing facilities have collected in the environment, causing soil and groundwater contamination.� Federal and State environmental laws require remediation of the affected areas followed by a period of monitoring.� California law requires that remediation be sustained, without cessation, through completion. NASA entered into Consent Order Agreements with State of California�s Environmental Protection Agency (EPA) Department of Toxic Substance Control (DTSC) in 2007 and 2010.� The 2007 Agreement is titled �Consent Order for Corrective Action� (CO), and the 2010 agreement is titled �Administrative Order on Consent for Remedial Action� (AOC).� These agreements require completion of key elements, milestones, and deliverables for SSFL cleanup.� Technical, regulatory, and environmental site conditions have since caused the soil and groundwater cleanups at SSFL to be more complex than initially anticipated by NASA. NASA/MSFC intends to procure these services from CH2M under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� Award to any contractor other than CH2M would result in significant setbacks to critical pathway projects because no other source has the combined SSFL site knowledge/background and established relationships with the respective regulatory agencies.� CH2M staff possess the lone situational knowledge and expertise related to the current basis for current cleanup efforts at SSFL.� It is critical that CH2M's expertise be retained, particularly at this phase of the cleanup schedule, when most of the ongoing engineering and planning decisions will directly influence NASA's remaining costs and schedule. The Government does not intend to acquire a commercial item using FAR Part 12. All responsible sources may submit an offer which shall be considered by the Agency.� Interested organizations may submit their capabilities and qualifications in writing, to perform the effort, to the identified point of contact not later than 4:00 p.m. local time on March 30, 2021.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
