Description
The U.S. Nuclear Regulatory Commission (NRC) Office of Nuclear Security and Incident Response (NSIR) requires hardware upgrades and maintenance and support for a proprietary secure voice conference bridge that is manufactured by Redcom Laboratories. �The NRC�s current Redcom system supports secure conference calls throughout the NRC and other government agencies.� The Redcom system currently works on legacy Integrated Services Digital Network (ISDN), which does not support NSIR�s future technologies upgrades to Voice over Internet Protocol. �� intends to negotiate and award a non-competitive purchase order to Redcom Laboratories Inc.; One Redcom CTR; Victor, NY, 14564-0785 to upgrade the NRC�s current secure voice conference bridge and provide five years of maintenance and support.� The anticipated period of performance is from April 01, 2021 through March 31, 2026. This brand name procurement of Redcom hardware and maintenance and support allows the NRC to provide continued support of secure conference calls for the agency.� The NRC�s current Redcom system was competitively procured ��The NRC has not identified any other solution that meets the NRC�s size, technical, and compatibility requirements.If this upgrade and related services are not acquired, the NRC would lose it�s secure voice bridge capability, which is need to discussed classified information internally, within the agency and externally between other government agencies. The NRC confirmed with Redcom Laboratories Inc. on February 11, 2021 that they are the only source that can provide the upgrade and maintenance services that the NRC requires.� Accordingly, the NRC intends to noncompetively solicit, negotiate and award a purchase order to Redcom Laboratories Inc.; One Redcom Center, Victor, NY, 14564-0785 for the aforementioned products and services. The authority for this acquisition is FAR 13.106-1(b), which permits soliciting from a single source if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available.
