- COMBINED SYNOPSIS/SOLICITATION Summer Cleaning High-Pressure boiler and Boiler Plant Equipment (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 13.5 Simplified Procedures for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Request for Quote will be submitted through beta.sam.gov on RFQ reference number 36C24221Q0559. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03 (eff. 02/16/2021). (iv) This solicitation is Service-Disabled Veteran Owned Small Business set-aside open market solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 with a small business size standard of $16.5 Million. The FSC/PSC is J045. (v) This is a services contract to provide Summer Cleaning High-Pressure boiler and Boiler Plant Equipment at the VA Hudson Valley Health Care System- Montrose VA located at 2094 Albany Post Rd, Montrose, NY 10548 and Castle Point VA located at 41 Castle Point Road, Wappinger Falls, NY 12590. The Contractor shall provide clear pricing as the Contracting Specialist will need to distinguish between the varying costs of the procurement in order to determine price reasonableness. (vi) The required work is as contained below in the Statement of Work. Department of Veterans Affairs Hudson Valley Health Care System Montrose & Castle Point Campuses Statement of Work Title: Summer Maintenance (Open/Clean/Close) High Pressure Boilers & Boiler Plant Equipment. Introduction: Hudson Valley Health Care System has a requirement for Summer Maintenance of High-Pressure Boilers and Boiler Plant. The central boiler plant provides steam for heating, air conditioning, domestic hot water, kitchens, sterilization and laundry services. Boiler Plant safety, reliability, efficiency and equipment longevity are paramount concerns of Hudson Valley management. Regular cleaning is an essential part of a program to address these concerns. This statement of work describes the requirements for opening (for inspection by others), cleaning and closing of water tube boilers, fire tube boilers, condensate tanks and deaeration tanks by qualified technicians. Scope of Work: The contractor shall furnish the labor, material and equipment to perform the following work on the boilers and pressure vessels/tanks at VA Hudson Valley HCS listed herein including but not limited to all necessary factory gaskets, closing materials, providing documentation to VA Hudson Valley HCS of proper disposal at a Department of Environmental Protection approved landfill. B. The contractor shall open all pressure vessels/boilers and tanks for a 3rd party inspection by inspection contractor prior to cleaning each unit. C. Cleaning of fire side of water tube boilers: 1. Contractor shall power vacuum with a truck-mounted power vacuum, having a minimum of 460 square feet of filter area which is capable drawing 26"" vacuum. Boilers shall be wire brushed from the outside and the inside. Contractor personnel inside the boiler shall wire brush all passes and tubes. This procedure allows for all passes in boilers to be thoroughly wire brushed. Boilers shall also be power air lanced and where necessary wire brushed, ensuring that all soot and/or other residue is totally removed. D. Cleaning water side of steel tube boilers: 1. Contractor shall open all handholes, manholes, mud drums, and low water cut offs. Contractor shall high pressure wash all tubes from steam drum down to mud drum. E. Cleaning of fire side fire tube boilers: 1. Contractor shall open and power turbine with 125 lbs. of air driving turbine at 4000 rpms. Turbine work shall be done with special cutter heads for exceptionally hard scale or wire brushes for softer scale, soot, and/or other residues. This procedure will also knock scale off water sides of tubes. Front and rear tube sheets plus fire drum of boiler will also be wired brushed and power vacuumed. F. Cleaning of water side of fire tube boilers: 1. Contractor shall open all hand holes, manholes, mud drums and low water cut-offs. Water sides shall be completely water washed of all loose mud and scale by use of water hoses and scrapers where necessary. Water sides will be inspected for any present or future problem areas. Recommendations of any will be submitted. G. Cleaning of Deaeration and Condensate Tanks: 1. Contractor shall open all hand holes manholes and low water cut-offs and clean the inside of the tanks to remove all sludge, scale deposits and other foreign materials. Water side of tank shall be completely washed of all loose mud and scale by use of water hoses and scrapers where necessary. H. After the 3rd party inspection and COR approval contractor shall reassemble pressure vessels with new factory gaskets including all hand holes, manholes and low water cut-offs. The pressure vessel shall then be filled with water and pressurized to ensure no leaks are present. All leaks will be corrected by the contractor upon COR approval. I. General Requirements: 1. All areas shall be left in a clean and workmanlike manner. 2. All contractor employees shall follow all procedures regarding Hazardous Communications, Confined Space, Lock-Out/Tag-Out and other applicable OSHA regulation, local VA policy and standard operating procedures and appropriate. 3. The Contracting Officer (CO); has the overall responsibility for the administration of this contract. He/she, alone, without delegation, is authorized to act on behalf of the Medical Center to: Amend, modify or deviate from the contract terms, conditions, requirements, specifications, details and/or delivery schedules. However, he/she may delegate certain other responsibilities to his/her authorized representatives. 4. Contracting Officer's Representative (COR) will be designated at time of award. The COR will assist the CO in the discharge of his/her responsibilities. The responsibilities of the COR include, but are not limited to: Determining the adequacy of performance by the contractor in accordance with the terms and conditions of this contract; acting as the Medical Center's representative in charge of the work at the site; ensuring the compliance with contract requirements insofar as the work is concerned; and advising the CO of any factors which may cause delay in performance of the work. The Government will award a single purchase order contract resulting from this RFQ to the responsible offeror whose offer represents the best value in terms of technical capability, past performance and price. All non-price factors (i.e., technical capability and past performance) when combined are approximately equal to cost or price. Offeror must also meet the terms and conditions of all clauses and provisions. A quote may be determined to be unacceptable/incomplete if required information is missing or if the quote materially deviates from the requirements of the RFQ. All complete proposals will be considered. Evaluation Factors: (1) Technical capability - Contractor shall provide a maximum 10-page capability statement demonstrating their ability to meet all of the requirements of the SOW. a) Technical Proficiency: Contractor shall submit a proposal that demonstrates its understanding of the requirement in accordance with the Statement of Work and the extent to which potential risks are identified and mitigated. b) Contractor Experience: The offeror shall provide 3-5 instances of past experience of similar scope within the past 5 years. The contractor shall be a firm regularly engaged in the cleaning and servicing of high-pressure boilers as found in a healthcare facility. Their expertise and experience shall be of such extent so as to provide them the knowledge of high-pressure boilers and boiler plant equipment. Vendor shall have experience operating under guidance of VHA Directive 1810 Boiler and Boiler Plant Operations, 138-45HV Confined Space Policy and 138-08HV Lock Out Tag Out Program.
