- USAID/Uganda is seeking a qualified individual to serve as the Supervisory Development Outreach and Communications (S/DOC). The S/DOC position is part of the Program Office at USAID/Uganda. The S/DOC reports directly to the USAID/Uganda Supervisory Program Officer and works with Mission and Embassy leadership and staff to implement development, outreach, and communications efforts to increase awareness of USAID assistance programs in Uganda for a variety of audiences within and outside of Uganda. S/he leads the Development Outreach and Communications team in Uganda, supervising one to two Cooperating Country National. The S/DOC is an essential member of the Program Office, responsible for producing and disseminating public information about mission activities for Ugandan and American consumption and to educate and promote a better understanding of USAID/Uganda programs. In this capacity, the contractor is responsible for strategically planning, developing, implementing, and administering the DOC program to promote better awareness and understanding of U.S. foreign assistance to Uganda. S/he guides, coordinates, and oversees the Mission's communication practices and outreach efforts, helping to ensure that they reflect the U.S. Government's (USG) priorities and promote USAID's accomplishments to key audiences. S/he is also responsible for relaying related policies and achievements to key audiences of the host country, in the United States, and other countries. The S/DOC liaises with the U.S. Embassy�s PAO to ensure consistency in U.S. Mission/Kampala public messaging, and strong coordination between USAID and other USG agencies providing assistance to Uganda. The S/DOC also serves as a �translator� of complex USAID processes (e.g. budget, procurement, project design, etc.) to the broader interagency audience to ensure the intricacies of those processes are conveyed to the final recipient, whether it is a journalist, the U.S. Ambassador to Uganda, or a visiting Congressional Delegation. Washington-based offices requiring close contact and coordination include the Bureau for Legislative and Public Affairs (LPA). The S/DOC coordinates with other interagency and implementing partners. Required professional qualifications include the following and offerors must address all the elements as part of their offer in response to this PSC solicitation. �A. EDUCATION Master�s degree in journalism, communications, public relations or affairs, international relations, international development, public administration, development/area studies, social studies, or another related field required. In lieu of a master�s degree, a bachelor�s degree in a relevant field and equivalent years of related work experience. B. PRIOR WORK EXPERIENCE With a master�s degree, eight to 10 years� experience as a journalist, in public affairs or international relations is required. Plus, at least five years� relevant experience in a developing country. Relevant experience is defined as work in journalism, public relations, communications, and/or outreach. Or With a bachelor�s degree, 15 years� experience as a journalist, in public affairs or international relations is required. Plus, at least five years� relevant experience in a developing country.
