Description

***AMENDMENT A00001 is issued to answer two questions asked regarding the solicitation.� All other terms and conditions remain unchanged.� See the attachment labeled ""75H70121R00014-A00001"" for details*** See attached SOLICITATION 75H70121R00014 for the Warm Springs Wastewater Treatment Plant Rehabilitation, a construction project for the Indian Health Service (IHS). Detailed Instructions to Offerors, a full scope of work, plans and specifications and Construction Wage Determination are included in the solicitation documents.� This project is set aside 100% for Small Businesses under North American Industry Classification System (NAICS) Code 237110 � Water and Sewer Line and Related Structures Construction with a size standard of $39.5 million. SCOPE OF WORK:�See Section C of the attached solicitation. LOCATION OF PROJECT:� Warm Springs Wastewater Treatment Plant, Victory Lane, Warm Springs, OR 97761. TERO: This project will take place on tribal land, thus the contractor must comply with all Tribal regulations related to the completion of the work including the acquisition of necessary permits and the payment of Tribal taxes.� CONSTRUCTION DURATION:� Period of Performance is�120 calendar days from issuance of the Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $250,000 and $500,000. SITE VISIT:� An organized site visit IS planned.� See FAR 52.236-27, Site Visit Construction (Alt I) for details (page 33 of the solicitation). CONTRACT TYPE:� The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2.� In accordance with FAR Part 15, the Government will evaluate offers based on the evaluation factors described in Sections L and M of the solicitation. PROPOSAL REQUIREMENTS: See Sections L and M of the solicitation for details. PROPOSAL DUE DATE: Proposal packages are due by March 22, 2021 no later than 2:00pm PT.� Proposal packages shall be sent via email to toby.hayden@ihs.gov and shall contain the information required by the solicitation. QUESTIONS: Offerors shall submit all questions concerning this solicitation in writing to the Contract Specialist, Toby Hayden, at toby.hayden@ihs.gov.� Questions should be received no later than 10 days prior to proposal due date to allow time for a response. NOTE: ALL DATES ARE SUBJECT TO CHANGE. SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES.
