Page 3 of 3 The Department of Veterans Affairs (VA) Office of Construction and Facilities Management (CFM) at 425 I Street, NW, Washington, DC 20001 is issuing a pre-solicitation notice for a Design-Bid-Build Construction Project for the Miramar National Cemetery Phase 2 Expansion. This solicitation will be 100% set aside for Service-Disabled Veteran Owned Small Businesses under Solicitation Number 36C10F21R0018. This investment will develop approximately 20 acres of undeveloped land to provide approximately 27,000 gravesites, including both casket and cremation sites in new burial sections including related infrastructure, a new Honor Guard Building, addition to Administrative Building, Maintenance Warehouse renovation and repairs, a new covered vehicle parking structure, utilities, irrigation, landscaping, site furnishings, paths, access roads and parking, GPS/GIS, signage in support of the expansion area, and four (4) add alternates as listed below: Add Alternates are listed in order of priority: Sod in lieu of Seed (B) Maintenance Complex Staff Building HVAC RemodelĀ  (C) Administration Building HVAC Remodel (D) Slurry Seal all existing roadways on site. The Miramar National Cemetery Ph 2 Expansion is planned as a Design-Bid-Build acquisition for award in FY21. The Office of Construction and Facilities Management (CFM) will provide 100% design plans and specifications to prospective offerors. This notice is NOT a request for competitive offers. The point of contact is Ms. Elizabeth Monohan, reachable by email at Elizabeth.Monohan@va.gov. In the subject line of any e-mail sent, identify: MIRAMAR NATIONAL CEMETERY PH 2 EXPANSION 36C10F21R0018. The Department of Veterans Affairs (VA) Office of Construction and Facilities Management (CFM) intends to publish the upcoming Request for Proposals (RFP) and all subsequent amendments to this RFP through the Beta.sam.gov website. By registering at https://beta.sam.gov/, offerors will have access to these notifications, as well as download-able plans, specifications and amendments, which will be available only electronic format. It is the Offeror's responsibility to actively monitor the website for any amendments to the RFP. Offeror's must be listed in the Vendor Information Pages at https://www.vip.vetbiz.va.gov/ and be currently registered in the System for Award Management, https://www.sam.gov/SAM/. CFM plans to issue the solicitation in April 2021 and anticipates a mid to late 4th Quarter FY 21 award (Aug/Sept 2021). The approximate project duration will be 730 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $39.5 Million. The Dept of VA is considering conducting this acquisition as a best value with tradeoffs in accordance with FAR Part 15, Contracting by Negotiation.
