- NASA GRC has a requirement for research into the performance, operability and control methodologies for Air-breathing Turbine-Based Combined Cycle (TBCC) propulsion systems.� Tests have been conducted to evaluate the performance and operability of an existing TBCC inlet with engine simulation in a representative operating environment.� Experiments are planned to be conducted to evaluate the integration of the inlet with a Williams International WJ38 turbine engine for which it has been uniquely designed and constructed.� Based upon the work that has been completed to date, the purpose of this procurement is to secure technical support in preparation for, relevant to and for the remaining tasks of integrating the WJ38 engine into the existing experiment.� This includes support for engine installation, engine accessory hook-ups and instrumentation, implementation of safety provisions and engine operation during the planned experimental tests.� Due the design of NASA�s experiment being specific to the Williams International WJ38 engine as well as its unique knowledge and expertise, Williams International is the only offeror that is capable of providing the needed test support. Work completed to date has included WJ38 engine simulation, singular engine modifications and the design and fabrication of custom built Engine Control Unit (ECU), control panel, fuel panel and auxiliary engine system components for integration into NASA�s test facility.� The work to be completed under this sole source contract includes technical support for the installation of the modified WJ38 engine and these associated panels and components.� This includes an experiment �dry run� for test procedures development.� The contractor shall develop engine control sequences and operating procedures for experiment integrated engine operation including startup and shutdown as well as potential hazard scenarios over the NASA-provided range of test conditions.� Also included is technical support for operation of the modified WJ38 engine throughout the range of conditions to be tested during NASA�s test program as well as related work.� Options are provided for engine refurbishment and checkout in a conforming test facility as well as procurement of custom-built engine shipping and storage containers. NASA GRC intends to issue a sole source contract to acquire the services from Williams International Co, LLC.� Per FAR 6.302-1(a)(2)(iii) this will be a follow-on contract for the continued development of specialized research.� Award to any other source would result in a substantial duplication of cost to the Government that cannot be recovered through competition and unacceptable delays in fulfilling NASA�s mission. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Rita Kizys, Contracting Officer, at rita.k.kizys@nasa.gov not later than 3:00 pm Eastern Time on March 30, 2021.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
