- NOTICE OF CONTRACT ACTION The Department of Defense (DoD), United States Air Force (USAF), Air Force Material command (AFMC), Air Force Test Center (AFTC), Contracting Directorate, located at 205 West D Avenue, Suite 414, Eglin Air Force Base, FL, 32542, intends to enter into a new sole source �contract with Rohde and Schwarz USA, Inc, located at 6821 Benjamin Franklin Drive, Columbia, MD, 21046. � This contract is for spectrum-monitoring/direction-finding equipment to locate interfering radio frequency (RF) signals that effect missions on the Eglin Test and Training Complex (ETTC) test ranges. The equipment will be used to outfit two new spectrum-monitoring/direction-finding sites that will extend the coverage of the existing spectrum-monitoring/direction-finding system on the ETTC. The equipment will monitor the electromagnetic (EM) spectrum for interfering RF signals; detect, record, and replay the interfering signals; provide lines of bearing (LOB) to the sources of those signals; and in conjunction with the existing spectrum-monitoring/direction-finding system installed on the ETTC, geolocate the sources of those signals. �The primary technical capabilities: -frequency range: 0.02-8 gigaherz (GHz) -maximum incident field strength: > 50 volts per meter (V/m) without damage to any system components -real time receiver bandwidth: > 80 MHz -real time direction-finding (DF) bandwidth: > 20 MHz -inherent spurious response: < 7 dBuV -DF average angular accuracy: < 3 degrees RMS (threshold), < 1 degree RMS (objective) -spectrum-monitoring panoramic observation field of view: 360 degrees The system must be capable of performing both the spectrum-monitoring and the direction-finding capabilities simultaneously. As an individual system, the equipment must determine, display, and record LOB of signal sources. As part of the ETTC spectrum-monitoring/direction-finding network, the software must overlay LOB information on a real time map display including other nearby network spectrum monitoring sites to provide the most accurate detection and provide geolocation data. The new range sites must integrate into and be compatible with the existing range network of spectrum-monitoring/direction-finding equipment to take full advantage of functionality using existing software capabilities. Subject contract is anticipated to be awarded on or before 1 May 2021. �The Government intends to solicit and negotiate with only one source under the authority of FAR AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). �This notice of intent is not a request for competitive proposals, and a Request for Proposal (RFP) will not be issued. �The National American Industry Classification System (NAICS) code for this action is 334515, with a size standard of 750 employees. �No contract will be awarded on the basis of offers received in response to this notice. �A determination not to compete this proposed contract based on this notice is within the discretion of the Government. � Points of contact for this effort are: Craig O�Neill, Contracting Officer, craig.oneill@us.af.mil� �
