Description
1. Overview: The purpose of this announcement is to conduct market research in accordance with FAR Part 10, and identify potential sources for Contractor Logistics Support (CLS) services, with required performance in the Kingdom of Saudi Arabia (KSA). The information requested in this announcement is being sought for informational planning purposes only and does not constitute a request for proposal or a commitment by the Government in any way.� All information is to be furnished at no cost or obligation to the Government. There is no solicitation available at this time. 2. Contractor Logistics Support Overview: The CLS effort shall provide maintenance training and procedural and technical assistance to the Royal Saudi Land Forces (RSLF) with the goal of enabling the RSLF to achieve and maintain United States standards of training and maintenance for its fleet of M1A2, M1A2S, M60A3 and Light Armored Vehicles (LAVs). The contractor shall provide maintenance training to ensure that the training audience is capable of restoring equipment to Fully Mission Capable Status (FMCS) utilizing the levels of maintenance prescribed in the current version of the KSA M1A2S technical manuals. 3. Clarification of this Request.� This request is a Market Survey and not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. No solicitation document exists at this time nor will responders be placed on a solicitation mailing list.� Providing a response to this notice is completely voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey or any follow-on requests for information. The Saudi Arabia Management Office (SAMO) does not intend to provide any feedback or answer any questions or comments related to this Sources Sought Notification. The Government will not rank submittals or provide any reply to interested firms.� 4. Scope of Work: �This Contractor Logistics Services (CLS) effort shall provide maintenance training and procedural and technical assistance to the Royal Saudi Land Forces with the goal of enabling the RSLF to achieve and maintain United States standards of training and maintenance for its fleet of tanks and Light Armored Vehicles (LAVs). 4.1. Major Tasks included in this scope of work directly related to the fleet of vehicles detailed in Section 2 above are: Program Management and Control Contract Data Requirements Financial Management Repair and Return Requirements Personnel Management Personnel Support Services (PSS) Performance Reviews/Assessments Hours of Performance required for CLS of fleet of vehicles Field Problem Reporting Purchase Requests (Equipment Procurement) Travel to various locations in Saudi Arabia LAV Reach Back (Technical Support & Training) 5. Instructions for Completing Questionnaire: Sources who deem themselves qualified and who would be interested in competing for such a contract are asked to complete the questionnaire contained in Section 7 below and provide written responses electronically via email to thomas.j.monette6.civ@mail.mil by 5 April 2021 5:00 PM EST.� The Government will not accept any telephone inquiries or comments regarding this survey.� All comments and/or concerns must be included in your survey response.� 6. Response Format: Responses shall be provided electronically in Microsoft (MS) Office 2013 or Adobe Portable Document Format (PDF) compatible format.� For files in PDF format, scanners should be set to 200 dots per inch.� All MS Word files shall be based upon the use of standard 8.5 x 11 inch paper with a minimum font size of 8 point and with a minimum of 1 inch margins.� Schedules, drawings and other documents more appropriate to larger paper may be formatted no larger than 11 x 17 inch paper.� Response shall not contain citations for, or active links to live Internet sites or pages.� You may use multiple email messages, if necessary.� The subject line must include the message number (e.g., 1 of 3, 2 of 3, and 3 of 3), Organization Name, and �Response to CLS Market Survey� (Example: Response to SAMO CLS Market Survey, SAMO PCO, Message 1 of 1). 7. Questionnaire: Interested sources are asked to complete the following questionnaire and provide electronic responses back to thomas.j.monette6.civ@mail.mil no later than 5 April 2021 5:00 PM EST.� If desired, responses may solely address the question number so as not to repeat the question in each response.� Please spell out acronyms in their first instance.� 7.1 General Questions: What is the name of the company responding to the Survey? What is the CAGE Code for the company responding to this survey? What is the name of the Survey respondent? What is the position title of the Survey respondent? What telephone number(s) can the respondent be reached? What email address can be used to contact the respondent, if necessary? What can the Government do to help facilitate future competition for Contractor Logistics Support? How much time will your company require to develop a formal proposal after the release of a Request for Proposal (RFP)? Would providing a draft RFP prior to the release of the final RFP reduce the amount of time required to develop a formal proposal? If so please indicate how far in advance of the final RFP you would like to receive a draft and how much it would reduce your proposal preparation time.� Business Size: Please indicate your business size based on the U.S. Small Business Administration North American Industry Classification System (NAICS) 811111 � General Automotive Repair. Business Status: Please indicate the business size status of your company. Is your company considered a Small Business Concern, and if what type (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, Small Disadvantaged Business etc.)? How many people are employed by your company, (in-house and contract employees). Identify if the respondent submitting a completed survey is an interested subcontractor or an interested prime contractor. � 7.2 Primary CLS Related Questions: Is your company able to provide Contractor Logistics Support (CLS) Program Management, which includes but is not limited to conducting program reviews, performing program scheduling, and identifying and resolving program related issues? Is your company capable of providing logistics services, maintenance and training for the M1A2 and M1A2S Tanks, M88A1 Recovery Vehicles, Family of Light Armored Vehicles and M60 Tanks at multiple locations in Saudi Arabia? Is your company able to provide maintenance training, maintenance support training, technical support and Field Support Representative (FSR) services to the Royal Saudi Land Forces (RSLF) mechanics and maintenance related personnel for the RSLF tank and LAV fleets? This task includes parts ordering, error reporting and running a comprehensive, effective maintenance program. Has your company�s Cost Accounting System been approved by the Defense Contract Audit Agency (DCAA) for accumulating and billing costs under Government contracts?� Has your company�s Purchasing System been approved by the Defense Contract Management Agency (DCMA)?� If yes, when was it approved? Is your company capable of hiring and maintaining a workforce to perform CLS on an annual basis in the Kingdom of Saudi Arabia? If so what type of labor force and labor categories would you expect to hire?
