- LRDR Campus Hardness Maintenance & Surveillance (HM/HS) IDIQ � SINGLE AWARD TASK ORDER CONTRACT (SATOC), CLEAR AFS, ALASKA Solicitation Number: W911KB-21-R-HMHS Response Date: 5 APRIL 2021 Set Aside: UNDETERMINED Classification Code: 87 Engineering, Accounting, Research, Management, & Related Services NAICS Code: 541330 THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.� The U.S. Army Corps of Engineers (USACE), Alaska District is conducting market research to facilitate a determination of acquisition strategy. �The determination of acquisition strategy for this acquisition lies solely with the Government and will be based on this market research and information available to the Government from other sources. �This USACE Alaska District market research is anticipated to identify businesses which have the capability to perform the�work on the following proposed type of project(s): The contract is to provide High-altitude Electromagnetic Pulse (HEMP) Enclosure Maintenance, Surveillance and Sustainment services to the Long Range Discrimination Radar (LRDR) Mission Control Facility (MCF), LRDR Power Plant (LPP), & LRDR Equipment Shelter (LES) at Clear Air Force Station (CAFS), Alaska. The HEMP Enclosure and all associated components maintenance will facilitate USSTRATCOM�s Survivability Assessment and Certification Program (SACP) activities. The contractor will be responsible for routine preventive maintenance, troubleshooting and repair, organizational hardness surveillance, periodic surveillance/reverification testing, spares/repair parts/special tools and test equipment, training, and configuration control performed on the HEMP protection system and its associated Hardness Critical Items (HCI) or Hardness Critical Assemblies (HCA) to ensure they are functioning satisfactorily. These generally consist of inspections, adjustments, cleaning, and some limited testing on the following protective features: HEMP Shield Radio-Frequency (RF) Shielded doors Shielded access covers Piping WBC�s Ventilation and fiber optic WBC�s Filter/ESA�s Pipes and Conduits Shielded enclosures Test Panels SPM�s The contractor will be responsible to develop a final Hardness Maintenance and Hardness Surveillance Program Plan for the LRDR Campus. The LRDR Campus is defined as the HEMP protected buildings to include the LRDR Equipment Shelter (LES), Mission Control Facility (MCF) and the LRDR Power Plant (LPP). This plan establishes organizational maintenance, periodic surveillance/reverification test, spares and special equipment, training, and configuration control policies. It is anticipated to be awarded as a Single Award Task Order Contract (SATOC) with a base period of two (2) years and one option period of one (1) year. �The total capacity of the SATOC shall not exceed $5,000,000.00. The applicable North American Industry Classification System (NAICS) code is 541330, Engineering Services, and the related small business size standard is $16.5 Million.
