THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. No solicitation is available. This Sources Sought is released pursuant to FAR Part 15.201(e), Exchanges with Industry Before Receipt of Proposals. Amendment 1, Dated 3/15/2021 - To update the limiation section (Highlighted in yellow) in attachment RFI and to add an additioanl Attachment B.� All other documents remain the sam and unchanged.� ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ The United States Census Bureau is currently in the acquisition planning stage for the eventual award of a contract in support of furnishing all required labor, material, facilities and or equipment to fulfill USCB requirements for user-friendly, commercially available cloud computing services in the form of Software-as-a-Service (SaaS) to design and deploy surveys. USCB is seeking interested parties with specialized capabilities to meet the data file requirements as defined in this Sources Sought Synopsis. The North American Industry Classification System (NAICS) code for this requirement is either 511210 or 518210.� However, industry respondents may suggest a different NAICS code that best describes the purpose of the product or service as outlined in the Sources Sought Synopsis. The USCB is seeking a subscription service to web-based survey design, programming and administration Software as a Service (SaaS) that is hosted on a FedRAMP approved environment.�� The subscription software will be a user-friendly platform for survey programming, administration, data collection, data review and data analysis. It must allow users to program a survey and collect data with ease-of-use and no prior experience in programming needed.� Users are defined as USCB business skilled Subject Matter Experts (SME) and contract employees who will administer the surveys. The total solution must also include a dashboard that can create accounts, access survey reports and provide a mechanism to manage the overall SaaS solution.� The cloud-based subscription survey software shall facilitate necessary data capacity to allow surveys to collect respondent data at various time intervals (including weekly, monthly, quarterly, semi-annually, yearly, bi-yearly, etc.) with various number of completed survey responses. The USCB envisions using the cloud service provider�s environment to: Develop survey collection instruments. Import USCB survey sample/universe describing the survey participants. Deploy survey collection instruments created in SaaS environment and to collect respondent data within the SaaS environment. Use APIs to deliver respondent data collected in vendors SaaS environment to the USCB environment. The DICE SaaS program is one of several strategic initiatives the USCB is undertaking to re-engineer its current business processes and technology solutions to streamline and modernize data collection and ingestion operations within the Bureau.� This sources sought targets a vendor specific Software-as-a-Service (SaaS) solution that compliments the DICE�s SaaS internal solutions as part of the overall Systems-of-Systems approach, targeting specifically the following business process (i.e. category) areas: Questionnaire Design & Metadata - A framework that allows survey �owners� the ability to design how their paper, Internet-based, mobile or telephone survey should appear (e.g., what questions should be asked, how should they be asked, when should they be asked, etc.). Also provides a library that will allow for reuse of questions across surveys and census. Survey Operational Control - A framework to be used at the survey program operation to provide high-level survey workload and case management functionality (e.g. create workload of cases and case types, schedule the delivery of these cases to be worked (i.e. survey/questionnaire input), manage and track case status for the different survey response modes (i.e. internet, field interview, and telephone interview) Electronic Data Collection � Deploy electronic applications that allows for the collection of respondent data via an electronic means (i.e. internet, SMS, mobile application)
