Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED CONCERNS DOING WORK UNDER NAICS 237990. ANY POTENTIAL COMPETITIVE SOLICITATION(S) THAT MAY PROCEED FROM THIS NOTICE WILL BE POSTED TO FEDBIZOPPS. ALL INTERESTED OFFERORS WILL HAVE THE OPPORTUNITY TO RESPOND TO A SOLICITATION ANNOUNCEMENT AT A LATER TIME IF AND WHEN A SOLICITATION IS ISSUED. The proposed project is for the construction of Reinforced dune and Crossovers work. 1. Description of project: A.�� �The East Rockaway Inlet to Rockaway Inlet (or �Rockaway�) project area is in the Borough of Queens, New York City. The Atlantic Oceanfront shoreline, which is a peninsula approximately 10 miles in length, generally referred to as the Rockaways, separates the Atlantic Ocean from Jamaica Bay immediately to the north. The purpose of the Rockaway project is to provide an effective barrier against erosion and wave attack, while limiting storm surge inundation and cross-peninsula flooding. B.�� �Rockaway Contract 2 will include the following features: a reinforced dune (sheet pile with a concrete cap fronted by a rubble mound structure), dune crossovers (approximately 98 crossovers including elevated timber ADA structures, and on-grade pedestrian and vehicular crossovers), and beach fill. The estimated quantity of total beach fill is 2 million cubic yards. The reinforced dune generally has a structure crest elevation of +17 feet NAVD88 and dune elevation of +18 feet NAVD88, extending approximately 35,000 linear feet (LF) from Beach 9th Street to Beach 149th Street. Major construction materials include an estimated 367,000 tons of 3-5 ton armor rock, 212,000 tons of core material and gravel bedding stone, and 1.36 million square feet of steel sheet pile. The average penetration depth of steel sheet pile is approximately -13 ft NAVD. The berm elevation is +8 feet NAVD88 and tapers into Riis Park to the West. The borrow area is located approximately 2 miles south of the Rockaway Peninsula and about 6 miles east of the Rockaway Inlet. The contract value is estimated to be around $200 million. �Award is projected in September �2021. �Estimated project duration is 1,460 days.� 2. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. All firms (large or small business) should respond to the project if they are interested in performing it. 3. The North American Industry Classification System (NAICS) code is 237990 (Other Heavy and Civil Engineering Construction). �The Small Business Size standard is $36,500,000.� 4. Experience 6)�� �What is the largest seawall rehab contract (in cubic yards) on which you were the prime contractor? 7)�� �Have you worked on any projects on Rockaway, Queens, NY? �How have you dealt with the limitations to transportation and vehicular access? 8)�� �Have you performed sheet pile and dune crossovers contracts on the Atlantic Coast of the United States? �If so, please provide a list and description of at least 3 contracts of similar size, magnitude, and complexity. Description shall include size, cost, technical qualifications of staff, any customer feedback received, and a narrative of any complexities encountered. SURVEY OF THE CONSTRUCTION CONTRACTOR INDUSTRY� The following is a confidential survey questionnaire designed to apprise the US Army Corps of Engineers, NY District, of any prospective construction contractors� project execution capabilities. �Please provide your response to the following questions. At the end of this survey you will be asked to provide your comments. 5.
