Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for the Gate Cylinder Repairs project at Thomaston Dam, in Thomaston, Connecticut.� This announcement is to determine interest, availability, and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project.� The NAICS code for this procurement is 238210.� The project is planned to be issued in the summer of 2021 with construction to take place during the fall and winter months.� The estimated construction cost is between $250,000.00 and $500,000.00. Thomaston Dam is the largest reservoir in the Naugatuck River basin, typically a dry bed reservoir, and its operation is coordinated with seven other Corps flood control reservoirs in the basin to reduce flooding in Thomaston, CT and other downstream communities along the Naugatuck River on the main stem of the Housatonic River.� The intake structure gatehouse, conduit, and outlet structure are located near the center of the dam. A gate operating house was constructed directly above the intake tower. The discharge from the outlet works is controlled by two 5 ft-8 in by 10 ft hydraulic slide gates, which are mechanically operated (hydraulic cylinders) from the operating house at the top of the intake tower.� The final design is still under review, but the intent will be to either replace or re-hone the gate stems.� Incidental work that will be dependent on the final design decision may include replacing or refurbishing the packing seats, packing glands, seat/gland fasteners, safety stud, and leaf nut. Items that will undergo replacement will include the oil packings, water packings, and gaskets/o-rings.� Items that will undergo refurbishment will include the hanger assembly, stem extension, hydraulic cylinder, cylinder heads, and bonnet cover. In addition to the gate stem work the project will also include replacing the digital gate position indicator system, the hydraulic system pressure gauges at control module and pumps (3 total) and the hydraulic control levers. An existing crane/hoist system is present within the tower that may be used as part of the project. The hoist is rated at 10 tons and is operational; however, the hoist system would require the Contractor to perform a load test before use. In addition to the crane/hoist system, the project will also make available their wooden stop log system, which consists of creosote treated timbers with lifting points.� Interested firms should submit a capabilities package to include the following:� business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above.� Please include at least two specific examples of the firm�s experience performing the work requirements stated above.� The projects must have been performed within the last seven years.� Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror�s effort and their experience must also have been performed within the last seven years.� Proof of bonding capability is required.�� Responses are limited to twenty pages.� Responses are due by April 15, 2021.� Responses should be emailed to: Elizabeth.K.Glasgow@usace.army.mil Phone Contact: (978) 318-8671 Interested firms shall provide the above documentation in one original form and one copy.� The Government will not pay for any material provided in response to this market survey nor return the data provided.� This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation.� The results of this survey will be considered to be in effect for a period of one year from the date of this notice.� Government Agency URL: www.nae.usace.army.mil Government Agency URL Description: New England District, Corps of Engineers
