- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ICE intends to award a firm-fixed-price purchase order in accordance with Simplified Acquisition Procedures under FAR Part 13. ��������������� (ii) Solicitation number 70CTD021Q00000052 is issued as a Request for Quotation (RFQ). ��������������� (iii) A statement is attached to the solicitation document with incorporated provisions and clauses, which are in effect through Federal Acquisition Circular 2021-03, effective February 16, 2021. ��������������� (iv) This requirement is solicited as a total small business set-aside. The associated North American Industrial Classification System (NAICS) Code is 518210 and the small business size standard is $35.0M. ��������������� (v) The Purchase Order will include Contract Line Item Numbers (CLINs) listed in the attached Standard Form 18 (SF18). ��������������� (vi) ICE requires contractor support to provide Break-Fix and Operations & Maintenance (O&M) support for the SEVP External Training Application (SETA). The Contractor shall implement support to include, but are not limited, break-fixes, patching, defects, and security-related work of the current O&M system, as outlined in the OCIO SLM and Agile. The Performance Work Statement attached further details the requirement. ��������������� (vii) ICE anticipates the resulting Purchase Order will have a period of performance consisting of one 3-month Base Period and three 1-month option periods from March 30, 2021 to September 29, 2021 as detailed below: Base Period (3 Months) -�March 30, 2021 through June 29, 2021 Option Period 1 (1 Month) -�June 30, 2021 through July 30, 2021 Option Period 2 (1 Month) - July 31, 2021 through August 30, 2021 Option Period 3 (1 Month) -�August 31, 2021 through September 29, 2021 The place of performance is the contractor�s operating facility. However, at the request of the Government, meetings will be held at the following locations: 2450 and 2451 Crystal Drive, Arlington, VA 22202 and 2070 Chain Bridge Road in Tysons, Virginia. ��������������� (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Quoters shall provide pricing on the attached Pricing Template. ��������������� (ix) The Government intends to award an Order to GEO4S Technologies LLC (GEO4S) should the proposed price determined to be fair and reasonable. �Price shall be used to evaluate offers. GEO4S is strongly encouraged to submit its best price proposal. ICE reserves the right to contact GEO4S to obtain additional information regarding its proposal. ICE reserves the right to negotiate any aspect of proposal if it is determined to be in the best interest of the Government. The Government will evaluate the total proposed price to determine if it is fair and reasonable. The Government will also consider the proposed alternate labor mix if applicable. ��������������� (x) Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. ��������������� (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. ��������������� (xii) A statement that the clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (MAR 2020) (DEVIATION APR 2020), applies to this acquisition Additional clauses applicable to this order are provided in Attachment B: Terms and Conditions. ��������������� (xiii) Any applicable terms and conditions are provided in Attachment C. ��������������� (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this RFQ. ��������������� (xv) Quotes shall be submitted electronically to Michelle.Brooks@ice.dhs.gov and Miranda.Collins@ice.dhs.gov no later than Monday, March 22, 2021 at 9:00AM Eastern Time.���������� (xvi) For information regarding this solicitation, contact Michelle Brooks at 202-731-6925.
