Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0039 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04. The associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, with a small�business size standard of 1,000 employees and the PSC code is 6630. The Department of Agriculture (ARS) has the need for the following products: 001) Oxygen Micro Respirator Scope of Work: The UDSA-ARS Vegetable Crops Research Unit in Madison, WI is requesting quotes for purchase of a new Oxygen Micro Respirator. Specifications for the purchase are itemized below. Background: The USDA-ARS uses this micro respirator to collect invaluable data on pollen provision oxygen production/consumption. Solitary bees collect pollen from neighboring plants and form them into a pollen provision; this provision will be the substrate the mother bee uses to lay her egg. Each provision is inoculated with microbes, placed in a reed (a cylindrical nesting tube), and separated with a mud wall to seal the chamber. Each read can have up to 8 sealed chambers within it. The data collected from this micro respiration system will allow us to measure the oxygen fluctuations in a pollen provision of solitary bees, which will give us a better understanding of the functionality of the microbial community within the provisions. Technical Requirements:� The oxygen produced by microbial communities is very small even relative to small organisms (like insects); in order to accurately measure the oxygen fluctuations of such a small microbial community, we need a small container with a small amount of air exchange and headspace in order to detect the increases or decreases in oxygen production. Required 4 mL MR chambers specially designed to fit a single pollen provision inside the vial with a sufficient amount of headspace. The pollen provision will then be sealed inside the chamber with agar and the sensor will be inserted inside the sealed vial to measure the oxygen fluctuations inside. Software required to collect all the fluctuations within the MR chamber. From that, we can use any statistical software to generate oxygen consumption curves. Must be able to collect oxygen data from 4 chambers at the same time. The 4-channel amplifier will allow us to maximize our output and measure different treatments at the same time. The amplifier also must include a specific channel for a temperature sensor. The temperature sensor is very important for the software to accommodate how temperature changes affect oxygen concentrations.� Key Deliverables: Four Oxygen Microsensors Optical sensor Must be able to measure oxygen in gaseous state Must have an outside tip diameter of 430�m Measurement range: 0-100% O2(0-45 mg/L), optimal 0-50% O2(0-23 mg/L) Detection limit: 0.02% ( 0.01 mg/L) Easy handling to prevent damaging sensor (needs aluminum sensor guides with adjustable plastic tips and retractable design to avoid damage) Low detection limits Fast response (<3sec response time) Insignificant consumption of analyte A 4 Channel Amplifier Must be compatible with the oxygen sensor, temperature sensor, and software Must have 4 channels with an additional slot(s) for temperature probe Adjustable sampling intervals from 1 sec. to 60 sec Accurate temperature compensation A Temperature sensor Must be compatible with amplifier Precise temperature measurements to the 0.1�C decimal place SensorTrace Logger Must provide software data outputs as excel or CSV files Windows compatible Compatible with amplifier Four 4mL Respiration chamber Chamber diameter of 15mm Chamber height of 45mm without lid (55mm with lid) Easily sterilizable (Autoclavable) Needs port of entry to fit oxygen sensor Effective seal to keep out ambient air or water A 400mL Respiration Chamber Chamber diameter of 60mm Chamber height of 210mm without lid (245mm with lid) Easily sterilizable (Autoclavable) Needs port of entry to fit oxygen sensor Effective seal to keep out ambient air or water A Oxygen sensor zero-oxygen calibration kit Brand name or equal: Unisense Oxygen Micro Respirator No requirement for technical support or training Delivery:� Delivery to Vegetable Crops Research Unit at 1630 Linden Drive, Madison, WI 53706 by or before April 30, 2021. The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA-ARS Madison, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. To be eligible, all vendors must also be registered in SAM under the specific NAICS code listed as part of this request for quote. If a prospective vendor is not registered under the specified NAICS code and would qualify to be registered under it then they must update their SAM registration prior to submitting a quote. Finally, to be eligible, all vendors must be NDAA 889 Certified. If they do not currently have a NDAA 889 Certification, then they must complete the attached NDAA 889 Certification form and submit it to aaron.dimeo@usda.gov so that they can be added to the list of NDAA 889 Certified vendors. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF-18. The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted. Please email all quotes in writing on the SF-18 to�aaron.dimeo@usda.gov by no later than�Friday, March 26, 2021 at 12:00 PM�CST. Questions in regards to this combined synopsis/solicitation must be submitted through email and are due no later than�3:00 PM CST on Monday, March 22, 2020.
