- Notice of Intent to Sole Source for�Annual & Preventive Maintenance for JEOL Electron Microscope The National Institutes of Health intends to award a Firm-Fixed Price purchase order to JEOL USA Inc. located at 11 Dearborn Road, Peabody, MA 01960. In accordance with FAR Part 6.302-1, the Contractor is the only know responsible source who can provide the required services as no other source has been identified who can provide the requirement listed below. The purpose of this notice is to inform the public that the NIH anticipates issuing an award for the purchase of a maintenance service agreement for a JEOL Electron Microscope:� JEM-1200EX System (Serial Number 158009-29) - Model 229148; SQH10 Quick Change Specimen Holder - Model 115720; and EM-SEG10 - Side Entry Goniometer - Model116157. The Period of Performance is for one year (April 1, 2021 � March 31, 2021). The purpose of this requirement is to assure uninterrupted access to the electron microscope for the NIH community. The service for the JEOL electron microscope is commercially available from only one vendor. JEOL is the only authorized provider for servicing the electron microscope and does not outsource to other vendors.� The maintenance of the electron microscope is needed because the equipment must always be functioning and available for use by the pathologists, investigators, and other customers. The maintenance service agreement covers one preventive maintenance visit per year and in the event of a break down, provides for repairs along with parts as needed. This notice is not a request for competitive quotes.� However, any party that believes it can meet the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. TECHNICAL REQUIREMENTS: Maintenance service agreement shall include: Dedicated account manager Factory trained engineers Telephone support Call history tracking Unlimited emergency visits Up to two preventive maintenance visits Repair parts included Average response time of one working day Apertures and scintillators included It is anticipated that an award will be issued within approximately ten (10) days after�the date of this notice unless the Government determines that any other organization�has the capability to meet this�requirement.
